TRAFFIC – MISUSE OF TAGS + TRAFFIC – PERMIT-NO VALID 05/30/2023 6:36am 230530001217 R/O observed a vehicle displaying a counterfeit Virginia paper tag in the Unit Block of D Street NE. R/O conducted a traffic stop in the Unit Block of Louisiana Avenue NW. A WALES/NCIC check of the rear tag revealed the tag was expired and belonging to another vehicle. Additionally, the Suspect had no valid permit status in the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – PERMIT-NO VALID 05/30/2023 12:56pm 230530001223 R/O responded to the Unit Block of Louisiana Avenue NW for a two-vehicle traffic accident. A WALES/NCIC check of the driver operating the striking vehicle revealed no permit status in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – PERMIT-NO VALID + ADDITIONAL CHARGE: PPW-A-MISD 05/29/2023 10:05pm 230526001211 R/O while on routine patrol observed a vehicle commit several traffic violations in the area of South Capitol and I Streets SE. A traffic stop was then conducted in the Unit Block of I Street SE. A WALES/NCIC check of the Suspect revealed a suspended license out of North Carolina with no status in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and taken to Headquarters for processing. While inventorying the vehicle, R/O located a knife in the center console of the vehicle. CSS responded to the scene and processed the knife.
FLEEING FROM POLICE OFF – MISD DC50-2201.05b(b)(1) 05/28/2023 12:13am 230528001205 R/O observed a vehicle pass through solid red lights located at North Capitol Street and Massachusetts Avenue NE, Second Street and Massachusetts Avenue NE, and near the 200 Block of Fourth Street SE. R/O subsequently initiated a traffic stop in the 200 Block of Fourth Street NE. Upon approach, R/O detected a moderately strong odor of an alcoholic beverage emanating from the vehicle. As R/O explained the reason for the stop, the Suspect placed the vehicle in drive and fled the scene at a high rate of speed. CIS was advised of the incident and will continue to investigate.
TRAFFIC – PERMIT-NO VALID + ADDITIONAL CHARGE: TRAFFIC – DUI ALCOHOL OR DRUGS 05/28/2023 12:25pm 230528001208 R/O observed a vehicle with an expired registration traveling westbound in the Unit Block of Massachusetts Avenue NE. R/O conducted a traffic stop in the same location. While speaking with the Suspect, R/O smelled an odor of an alcoholic beverage emitting from the driver. A WALES/NCIC check of the Suspect’s driver’s license returned with a revoked license out of Virginia with no status in the District of Columbia or Maryland. SFST’s were conducted, and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – DUI ALCOHOL OR DRUGS + ADDITIONAL CHARGE: POSS OF OPEN CONTAINER OF ALCOHOL – VEHICLE 05/28/2023 3:21am 230528001206 R/O observed an individual asleep in a parked vehicle along the curb in the 500 Block of North Capitol Street NW. R/O conducted a welfare check of the Suspect. Upon approach, R/O detected a strong odor of alcohol emitting from the car. SFST’s were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting inventory search of the vehicle, R/O discovered a silver flask filled with a clear liquid that smelled of alcohol and appeared to be tequila.
TRAFFIC – DUI ALCOHOL OR DRUGS + ADDITIONAL CHARGE: POSSESSION OF OPEN CONTAINER OF ALCOHOL – VEHICLE 05/27/2023 5:54pm 230527001204 R/O-1 and R/O-2 observed a vehicle traveling at a high rate of speed, with no front tag displayed, eastbound in the Unit Block of Columbus Circle NE. R/O-1 and R/O-2 initiated a traffic stop in the 100 Block of Massachusetts Avenue NE. Upon approach, the driver of the vehicle was observed pouring an unknown liquid out of a red cup onto the passenger’s side floor of the vehicle. A strong odor of an alcoholic beverage was emanating from the cup and the vehicle. SFSTs were conducted. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – DUI ALCOHOL OR DRUGS + ADDITIONAL CHARGE: RECKLESS DRIVING – MISD 05/27/2023 9:28pm 230527001199 R/O responded to a traffic accident at the intersection of Pennsylvania Avenue and Third Street NW. Once on scene, R/O observed a vehicle that had crashed into a tree, which resulted in disabling front-end damage and the deployment of multiple airbags. R/O observed the driver of the vehicle speaking in a slow, slurred manner and a moderate odor of an alcoholic beverage was emanating from the individual’s breath. SFSTs were conducted. Due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
FLEEING FROM A POLICE OFF-FELONY DC50-2201.05b(b)2 + ADDITIONAL CHARGE: RECKLESS DRIVING – MISD 05/27/2023 4:30am 230527001200 R/O observed a vehicle that previously fled from a traffic stop while on patrol in the 500 Block of North Capitol Street NW. R/O attempted a traffic stop in the Unit Block of E Street NW, but the Suspect fled at a high rate of speed into oncoming traffic and through several solid red lights. CIS was advised of the incident and will continue to investigate.
UUV – FELONY + RECEIVING STOLEN PROPERTY – $1000 & OVER – FELONY FLEEING FROM A POLICE OFF- FELONY DC50-2201.05b(b)2 05/26/2023 4:18pm 230526001198 R/O responded to 1345 Fourth Street NE to assist with the recovery of a stolen vehicle. A WALES/NCIC check confirmed the vehicle was stolen out of Fairfax County Virginia. CSS was notified and en route to the scene. While waiting for Crime Scene Search (CSS) to respond, R/O observed three Suspects get into the vehicle and drive off. R/O gave loud commands to attempt to stop the vehicle. The vehicle was last seen fleeing east in the 400 Block of Penn Street NE.

TRAFFIC – MISUSE OF TAGS + ADDITIONAL CHARGES: TRAFFIC – DUI ALCOHOL OR DRUGS CARRYING A LICENSED PISTOL WHILE IMPAIRED CONTROLLED SUBSTANCES ACT UNREG AMMO – MISD 05/24/2023 7:33am 230524001164 R/O observed a vehicle southbound in the 100 Block of Third Street SW with heavy window tint. R/O conducted a WALES/NCIC check of the tag that came back to a different vehicle. The Suspect vehicle continued to travel eastbound on Independence Avenue SW with noticeable speed over the posted speed limit and multiple traffic violations. R/O conducted a traffic stop in the 200 Block of Pennsylvania Avenue SE. R/O detected a strong odor of marijuana and also observed a marijuana cigarette in the center console. While speaking with R/O, the Suspect admitted to having smoked marijuana earlier in the morning before driving. A/O observed a firearm in the Suspect’s rear passenger seat. The Suspect presented the R/O with a copy of his conceal carry permit through the District of Columbia. S/A confirmed with the MPD Gun Registration Unit that the Suspect’s permit was valid. R/O noticed the individual had glassy, bloodshot eyes. SFST’s were conducted, and due to multiple signs of impairment the Suspect was placed under arrest, and transported to Headquarters for processing. CSS responded to process the vehicle. Additionally, during inventory of the vehicle CSS located multiple scales, an empty box of 9mm ammunition, loose .40 caliber rounds, multiple bags containing marijuana residue, Oxycodone pills and another 9mm magazine.
THEFT II-FROM OFFICE 05/23/2023 4:00pm 230524001163 R/O responded to the a House Office Building for theft report. Upon arrival, the Complainant reported to R/O, an unknown Suspect removed twenty travel mugs and toys from a room without permission. The items were last seen on 05/23/2023 approximately 2000 hours. S/A was notified and will continue to investigate.
THREATS TO DO BODILY HARM-MISD + ADDITIONAL CHARGES: ASSAULT ON A POLICE OFFICER SEX ABUSE RESISTING ARREST THREATS TO KIDNAP/INJURE A PERSON 05/23/2023 6:33am 230523001154 R/O heard an individual screaming, and responded to the Unit Block of Independence Avenue SW. Upon arrival, the Complainant advised she was walking with an infant when the Suspect, while riding a bicycle, touched her inappropriately and made threatening statements. The Complainant pointed the Suspect out to the R/O as the Suspect rode his bicycle in the 100 Block of Independence Avenue SW. After broadcasting a lookout for the Suspect, A/O1 and A/O2 observed a person who matched the description in the 100 Block of Third Street SW, and attempted to conduct a stop. The Suspect continued to ride his bicycle to avoid the Officers and subsequently collided with A/O1’s motorcycle. As A/O1 attempted to take the Suspect into custody, he resisted arrest and refused to follow commands. S/A transported the Complainant to the scene, and following a show up, the Complainant positively identified the Suspect. The Suspect was then placed under arrest and transported to Headquarters for processing. During transport, the Suspect became more agitated and threatened to physically harm the A/Os. CIS assisted further in processing the Suspect.
TRAFFIC – PERMIT-NO VALID + ADDTIONAL CHARGES: TRAFFIC ACCIDENT – LEAVING SCENE-PROPERTY DAMAGE 05/20/2023 8:34am 230520001136 R/O responded to the intersection of Delaware Avenue and Columbus Circle NE for a traffic accident. After the Suspect was seen leaving the scene of the accident, a traffic stop was conducted in the Unit Block of Columbus Circle NE. A WALES/NCIC check of the Suspect revealed no valid permit status in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene.
FUGITIVE FROM JUSTICE 05/19/2023 7:09am 230519001124 An Officer in the Office of Background Investigations and Credentialing conducted a Criminal Name Check of an Architect of the Capitol applicant in the Badging and Fingerprinting Office. A WALES/NCIC check revealed an extraditable warrant out of Fairfax County, Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – PERMIT-NO VALID 05/19/2023 4:14pm 230519001132 R/O observed a vehicle in the Unit Block of Independence Avenue SE that matched the lookout for a vehicle fleeing the scene of an accident. A traffic stop was conducted in the 100 Block of Independence Avenue SE. A WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
FUGITIVE FROM JUSTICE + ADDITIONAL CHARGE: MISUSE OF TAGS 05/19/2023 9:27am 230519001127 R/O observed a vehicle traveling eastbound in the 100 Block of Independence Avenue SE with heavy tint on the windows. R/O conducted a traffic stop in the 300 Block of Independence Avenue SE. WALES/NCIC checks revealed the vehicle’s tags returned to a different vehicle, and that the Suspect had an extraditable warrant out of Prince George’s County, Maryland. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – PERMIT-NO VALID 05/17/2023 6:43am 230517001102 R/O responded to a call for a vehicle crash in the 200 Block of C Street SE. A WALES/NCIC check of the Suspect who was driving a vehicle involved in the crash revealed a suspended permit out of Maryland with no status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
CROWDING OBSTRUCTING INCOMMODING DC CODE 22-1307 05/16/2023 11:02am 230516001095 R/O observed an individual yelling loudly and holding a sign during a committee hearing in a Senate Office Building. The Suspect was warned to cease their demonstration activity but refused to comply. The Suspect was placed under arrest and transported to Headquarters for processing.
UUV – FELONY + ADDITIONAL CHARGES: RECEIVING STOLELN PROPERTY – $1000 & OVER – FELONY TRAFFIC – PERMIT-NO VALID FUGITIVE FROM JUSTICE 05/16/2023 9:09am 230516001093 R/O conducted a tag check through USCP Communications on a vehicle in the 200 Block of Constitution Avenue NW, and it revealed the vehicle was stolen. A traffic stop was conducted in the same location. A WALES/NCIC check of the Suspect revealed a suspended license out of Maryland, with no valid status in the District of Columbia or Virginia. Additionally, the Suspect had an active warrant out of Harford County, Maryland. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. S/A responded and will continue to investigate.

A traffic stop was conducted in the same location. A WALES/NCIC check of the Suspect revealed a suspended license out of Maryland, with no valid status in the District of Columbia or Virginia. Additionally, the Suspect had an active warrant out of Harford County, Maryland. The Suspect was placed under arrest and transported to Headquarters for processing. CROWDING OBSTRUCTING INCOMMODING DC CODE 22-1307 05/16/2023 10:42am 230516001096 R/O observed multiple Suspects sitting on a banner and chanting while using a bullhorn inside the Rotunda of a House Office Building. The Suspects were warned to stop and desist with their unlawful demonstration activities, but they refused to do so. CSS responded and processed the scene. The Suspects were placed under arrest and transported to Headquarters for processing.

Uttering 05/15/2023 11:00am 230515001082 R/O responded to the Library of Congress James Madison Building for the report of a Suspect passing a fraudulent check at the Library of Congress Federal Credit Union. A Credit Union employee contacted the Complainant regarding the check. The Complainant advised they did not write the check. The Suspect left the scene prior to R/O’s arrival. CIS was notified and will continue to investigate.
TRAFFIC – DUI ALCOHOL OR DRUGS 05/14/2023 11:07pm 230514001074 R/O-1 and R/O-2 responded to a traffic accident at the intersection of Constitution and Pennsylvania Avenues NW. When arriving on scene, the officers observed a vehicle on the sidewalk with major front-end damage that resulted in airbag deployment. Upon speaking with the driver of the vehicle, R/O-1 noticed the individual had glassy, bloodshot eyes and a slow, slurred speech pattern. SFSTs were conducted. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
FUGITIVE FROM JUSTICE 05/13/2023 2:53pm 230513001071 R/O observed an occupied vehicle parked within a no-parking zone in the 100 Block of Constitution Avenue NW. A traffic stop was subsequently initiated. A WALES/NCIC check of the Suspect revealed an extraditable warrant issued out of Montgomery County, Maryland. Once Communications confirmed the warrant, the Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC ACCIDENT – HIT & RUN 05/12/2023 6:49am 230512001056 R/O responded to the Unit Block of Independence Avenue SE for a report of a traffic accident. Upon arrival, R/O was advised a passenger bus struck the Complainant’s vehicle and then continued driving eastbound on Independence Avenue. Evidence of the collision was found on the rear drivers side door of the Complainant’s vehicle. CIS was advised of the incident and will continue to investigate.
CARRYING A PISTOL W/O A LICENSE (CPWL) + ADDITIONAL CHARGES: UNREGISTERED FIREARM UNREGISTERED AMMUNITION HIGH CAPACITY MAGAZINE 05/12/2023 11:23am 230512001061 R/O while performing an administrative search at a door of a Senate Office Building, discovered a firearm and a fifteen round magazine containing four rounds of ammunition. The Metropolitan Police Department gun registration unit revealed the Suspect did not possess a license to carry in the District of Columbia. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. S/A responded and will continue to investigate.
FUGITIVE FROM JUSTICE 05/12/2023 12:33pm 230512001065 R/O was approached while on post at a door of the U.S. Capitol building by an individual having a mental health crisis. A WALES/NCIC check of the Suspect revealed an extraditable warrant out of Delaware County, Pennsylvania. The Suspect was placed under arrest and transported to USCP Headquarters for processing.

BENCH WARRANT-MISDEMEANOR 05/03/2023 9:40am 230503000957 R/O responded to the Unit Block of Massachusetts Avenue NE to investigate a call regarding a Suspect threatening to stab pedestrians. A lookout was broadcast. R/O canvassed the area and observed the Suspect. A stop was initiated, and a WALES/NCIC check revealed the Suspect had a Bench Warrant in the District of Columbia. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – PERMIT-NO VALID. ADDITIONAL CHARGES: MISUSE OF TAGS 05/03/2023 7:21am 230503000953 R/O and A/O observed a vehicle with heavily tinted windows traveling westbound in the 200 Block of Independence Avenue SW. A traffic stop was conducted in the 400 Block of Independence Avenue SW. A WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland or Virginia. Additionally, the WALES/NCIC check revealed the vehicle tag did not correspond to the vehicle being driven by the Suspect. The Suspect was placed under arrest and transported to Headquarters for processing.
UUV – FELONY 05/02/2023 6:18am 230502000941 R/O observed a vehicle matching the description of a stolen vehicle traveling southbound in the 400 Block of North Capitol Street. R/O confirmed the vehicle’s stolen status through USCP Communications and attempted a traffic stop on the 11th Street SE Exit Ramp from I-695. The Suspect fled and collided with the jersey barrier and another vehicle on the exit ramp. The Suspect then fled on foot on 11th Street SE where Assisting Officers apprehended multiple Suspects. Near the apprehension location, witnesses notified the R/O of a firearm they observed the Suspect discarded while fleeing. R/O located a .40 caliber pistol with a high capacity feeding device loaded with 19 rounds of ammunition. The Suspect was placed under arrest and transported to Headquarters for processing. A/O responded and processed the scene. S/A was notified and will continue to investigate.
UNLAWFUL ENTRY – MISD 05/02/2023 4:27pm 230502000948 R/O, while conducting a building check of a Senate Office Building observed an individual sitting on a bench on the ground level. R/O advised the Suspect that the building closed at 2000 hours and that they needed to leave. The Suspect did not comply with R/O directions to leave the building. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – DUI ALCOHOL OR DRUGS 05/01/2023 5:19pm 230501000937 R/O observed a vehicle run a red light at the intersection of New Jersey Avenue and I Street SE. A traffic stop was conducted in the Unit Block of I Street SE. Upon approach, R/O detected a strong odor of an alcoholic beverage emitting from the Suspect’s breath and person. SFST’s were administered; due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
CARRYING A PISTOL W/O A LICENSE (CPWL). ADDITIONAL CHARGES: TRAFFIC – PERMIT – NO VALID UNREG FIREARM – MISD UNREG AMMO – MISD PPW – A – MISD POSSESSION OF LARGE CAPACITY AMMUNITION FEEDING DEVICE. 05/01/2023 3:53pm 230501000936 R/O observed a vehicle with expired tags in the 400 Block of Third Street SE. A traffic stop was conducted in the 300 Block of E Street SE. A WALES/NCIC check revealed the Suspect’s license was suspended through Virginia, with no valid status through the District of Columbia or Maryland. The Suspect was placed under arrest and transported to Headquarters for processing. During an inventory search of the vehicle, a backpack containing a handgun, two high-capacity ammunition feeding devices, and ammunition was discovered. A/O responded and processed the scene. A WALES/NCIC check of the firearm revealed it was not registered in the District of Columbia. The Suspect was unable to provide R/O with a valid District of Columbia license to carry the firearm. S/A was notified and will continue to investigate.
TRAFFIC – PERMIT-NO VALID. ADDITIONAL CHARGES: FLEEING FROM POLICE OFF – MISD TRAFFIC – RECKLESS DRIVING. 05/01/2023 8:02am 230501000929 R/O observed a vehicle with an expired tag traveling in the 500 Block of North Capitol Street. R/O conducted a traffic stop in the Unit Block of G Street NE. R/O approached the Suspect who provided an identification card. A WALES/NCIC check revealed the Suspect had no permit status in the District of Columbia, Maryland or Virginia. The Suspect fled the scene, ran several stop signs, and was last seen traveling eastbound in the 100 Block of Massachusetts Avenue NE. S/A was notified and will continue to investigate.
FLEEING FROM A POLICE OFF-FELONY DC50-2201.05b(b)2. ADDITIONAL CHARGES: FAILURE TO OBEY POLICE OFFICER. 05/01/2023 5:19pm 230501000938 R/O observed an unoccupied vehicle in the Unit Block of I Street SE, causing a traffic hazard. Upon issuing a ticket, R/O observed an individual enter the vehicle, at which time the Suspect was advised that they were not free to leave until a ticket was issued. The Suspect placed the car into drive and drove-off before R/O had issued the ticket. The vehicle was last seen traveling north on South Capitol Street approaching the on-ramp for I-395. S/A was notified and will continue to investigate.
TRAFFIC – PERMIT-NO VALID 04/30/2023 12:17pm 230430000927 R/O observed a vehicle with an obstructed rear tag in the Unit Block of D Street NW. R/O conducted a traffic stop at the same location. A WALES/NCIC check revealed the Suspect’s Maryland permit status was surrendered with no status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC – PERMIT-NO VALID. ADDITIONAL CHARGES: TRAFFIC – ALTERED TAGS TRAFFIC – MISUSE OF TAGS. 04/29/2023 7:01am 230429000920 R/O observed a vehicle displaying a temporary tag that appeared to be altered in the area of North Capitol Street and Massachusetts Avenue NW. A traffic stop was conducted in the same location. A WALES/NCIC check confirmed the tags belonged to a different vehicle. Additionally, the Suspect held no valid permit in the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.

TRAFFIC ACCIDENT – HIT & RUN 05/11/2023 7:03pm 230511001053 R/O responded to the Unit Block of D Street NW, for the report of a hit and run. Upon arrival, R/O spoke with the Complainant who stated a vehicle struck them and drove away. An immediate search of the area was met with negative results. CSS-1 and CSS-2 responded to process the scene. S/A was notified and will continue to investigate.
THEFT II 05/10/2023 3:52pm 230510001043 R/O responded to a House Office Building for a theft report. The Complainant reported on today’s date, approximately 0841 hours, they locked their scooter to a bicycle rack on Lot 9. A WALES/NCIC inquiry revealed the Suspect had a suspended Minnesota operator’s permit with no status in the District of Columbia, Maryland or Virginia. The Subject was placed under arrest and transported to Headquarters for processing.
ASSAULT ON A POLICE OFFICER – MISDEMEANOR ADDITIONAL CHARGES: RESISTING ARREST U.S. CAPITOL – SLEEP/LIE DOWN, PAVED/IMPROVED AREAS (ANYTIME) 05/10/2023 8:48pm 230510001030 R/O observed an individual sleeping on a bench on the Southwest Drive of the U.S. Capitol Building. R/O advised the Suspect multiple times that sleeping was not allowed from dusk to dawn. The Suspect did not comply with R/O directions. The Suspect then became physically combative with A/O. R/O and A/O were able to gain control, and placed the Suspect under arrest. The Suspect was transported to Headquarters for processing.
SIMPLE ASSAULT DC CODE 22-404 – ADDITIONAL CHARGE: FAILURE TO APPEAR DC CODE 23-DC703 05/09/2023 2:13pm 230509001027 R/O responded to the Unit Block of D Street NW in reference to a report of an assault. A/O-1 arrived on scene and located the Complainant at the Intersection of Delaware Avenue and D Street NE. The Complainant reported that while walking eastbound in the Unit Block of D Street NW the Suspect punched them in the back of the head. A lookout was given by USCP Communications. A/O-2 observed an individual matching the lookout at the Intersection of Louisiana Avenue and D Street NW. A show up was conducted with the Complainant who confirmed the identity of the Suspect. A WALES/NCIC check revealed the Suspect had an active bench warrant issued by the District of Columbia Superior Court. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. S/O was notified and will continue to investigate.
UNLAWFUL ENTRY – MISD 05/09/2023 7:05am 230509001018 R/O responded to a House Office Building for a report of multiple people protesting and refusing to leave a private office. The Complainant asked the Suspects to leave in the presence of the R/O. The Suspects refused to leave, were placed under arrest, and transported to Headquarters for processing.
THEFT II 05/09/2023 11:05am 230509001021 R/O responded to the Library of Congress Madison Building for the report of a theft. The Complainant stated they left their backpack inside the Montpelier room overnight. When the Complainant returned the next morning the bag was gone. A search of the area for the backpack was met with negative results. S/A was notified and will continue to investigate.
CARRYING A PISTOL W/O A LICENSE (CPWL) ADDITIONAL CHARGES: UNREG FIREARM – MISD UNREG AMMO – MISD 05/08/2023 1:35am 230508000997 R/O was at the Longworth South Capitol Street Door when an individual entered the building and placed their bag through the X-ray machine. R/O observed an image of what appeared to be a gun from that same bag. R/O conducted a physical inspection of the bag and observed a firearm inside along with a ten round capacity magazine loaded with 4 rounds. An inquiry through the MPD – Gun Registration Unit revealed the Suspect did not possess a license to carry a concealed firearm in the District of Columbia. The Suspect was placed under arrest and transported to Headquarters for processing. CSS-1 and CSS-2 responded and processed the scene. S/A responded and continued the investigation.
THREATS TO DO BODILY HARM-MISD 05/08/2023 1:00pm 230508001013 R/O responded to a House Office Building for a report of an individual making threats via phone. The Complainant stated the Suspect has been calling over the past couple of months making threatening comments. An email was sent to the Threats Section (TAS) of USCP by the Complainant notifying them of the incident. TAS will continue to investigate.
THEFT II-FROM AUTO 05/08/2023 7:35am 230508001000 R/O was approached by a Metropolitan Police Department Officer at the Rayburn Taxi Stand in regard to a case of a previously stolen vehicle on May 6, 2023. A member’s plate was present inside of the stolen vehicle. House parking and USCP Intel Division were notified. USCP Intel Division will continue to investigate.

After gaining the Suspect’s attention, R/O detected a faint smell of an alcoholic beverage emitting from the Suspect’s breath. SFSTs were conducted, and due to numerous signs of impairment the Suspect was placed under arrest. During an inventory search of the vehicle, an open container of alcohol was located. The Suspect was transported to Headquarters for processing.

POSS MARIJUANA- FEDERAL 22-844A 04/03/2023 7:08am 230403000670 R/O was conducting routine security screening at the Lower Independence Avenue Door of a House Office Building when the Suspect set off an audible alarm while walking through the magnetometer. R/O conducted an administrative search of the Suspect and located a clear, plastic vial containing two marijuana cigarettes. A/O responded to process the scene. A further search of the Suspect’s belongings revealed a clear plastic bag containing additional marijuana. The Suspect was placed under arrest and transported to Headquarters for processing. S/A was notified and will continue to investigate.

A traffic stop was conducted in the 400 Block of Washington Avenue SW. While speaking with the Suspect, R/O observed the Suspect’s eyes were watery and glassy. SFSTs were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, R/O discovered a cup filled a quarter of the way with what appeared to be an alcoholic beverage.
FLEEING FROM A POLICE OFF-FELONY DC50-2201.05b(b)2. ADDITIONAL CHARGES: FUGITIVE FROM JUSTICE TRAFFIC -DUI ALCOHOL OR DRUGS. 04/01/2023 8:43pm 230401000658 R/O observed a vehicle driving with a flat rear tire and hazard lights on in the 200 Block of Massachusetts Avenue NE. A traffic stop was attempted at the same location. The suspect eventually stopped at Second Street and Massachusetts Avenue NE. The Suspect exited the vehicle twice in which R/O gave verbal commands to get back inside the vehicle. The suspect did not comply and immediately began running northbound in the 400 Block of Second Street NE. A/O-1 and A/O-2 entered the alleyway of Third Street NE from Capitol Court to seal off the Suspect’s means of escape. Witnesses pointed that the Suspect was running westbound in the 200 Block of F Street NE. Shortly after, an apprehension was made in the same location. R/O could detect a strong odor of alcoholic beverage emitting from the Suspects breath. A WALES/NCIC check of the Suspect revealed two active warrants held by Prince Georges County Sherriff’s Office. The warrants were confirmed and the Suspect was placed under arrest and transported to Headquarters for processing. SFST’s were conducted in the USCP processing area.

A WALES/NCIC check of the Suspect revealed a suspended license out of Virginia with no valid permit in the District of Columbia or Maryland. SFST’s were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

While speaking with the Suspect, R/O smelled an odor of an alcoholic beverage emanating from the Suspect’s breath. SFSTs were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. A/O responded and processed the scene.
CDW – OTHER WEAPON. 04/10/2023 1:18am 230410000730 R/O and several assisting officers were dispatched to the 400 Block of Washington Avenue SW for an individual carrying a sword. Once on scene, the officers spoke with the Suspect who was brandishing a makeshift sword. During the conversation, the Suspect became agitated, yelled at the officers, and then swung the sword which struck a light pole. The Suspect ran to the 500 Block of South Capitol Street while still possessing the sword. R/O and A/O’s attempted to arrest the Suspect who became combative. R/O and A/O’s were able to gain control, and placed the Suspect under arrest. The Suspect was transported to Headquarters for processing. A WALES/NCIC inquiry of the Suspect revealed an active Bench Warrant held by the District of Columbia Superior Court. A/O responded and processed the scene.

The Suspect was placed under arrest and transported to Headquarters for processing.

ADDITIONAL CHARGES: FUGITIVE FROM JUSTICE TRAFFIC – PERMIT-NO VALID BENCH WARRANT-MISDEMEANOR CONTROLLED SUBSTANCES ACT. 04/09/2023 11:33am 230409000726 R/O observed a vehicle traveling westbound in the Unit Block of H Street NE matching the description of a stolen vehicle. R/O conducted a traffic stop in the Unit Block of H Street NW. A WALES/NCIC check confirmed the vehicle was stolen and the Suspect driving the vehicle did not have a valid permit in the District of Columbia, Maryland, or Virginia. The Suspect also had a confirmed active warrant through Alexandria, Virginia. A WALES/NCIC check on the passenger revealed that Suspect also had an active warrant through the District of Columbia Superior Court. All of the warrants were confirmed through USCP Communications. While searching the second Suspect, two bags containing a white rock like substance were discovered. Both Suspects were placed under arrest and transported to Headquarters for processing. A/O responded to process the scene.

ADDITIONAL CHARGE: POSS OF OPEN CONTAINER OF ALCOHOL. 04/08/2023 5:29pm 230408000724 R/O responded to the intersection of First Street and Constitution Avenue NW for a report of a driver asleep behind the wheel. Once on scene, R/O observed the Suspect exiting the driver’s seat of the vehicle. R/O initiated contact and detected a strong odor of an alcoholic beverage emitting from the Suspect’s breath. SFSTs were conducted. Due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During a subsequent inventory search of the Suspect’s vehicle, multiple open containers of alcohol were found near the vehicle’s center console.

ADDITIONAL CHARGE: THEFT II-FROM AUTO. 04/08/2023 5:25am 230408000718 R/O observed a vehicle matching the description of one reported as stolen while at the intersection of M and South Capitol Streets SE. A WALES/NCIC check of the vehicle’s tags confirmed it was stolen. R/O continued to follow the vehicle but briefly lost sight of it as it turned into an alleyway in the 900 Block of Third Street SW. Upon reestablishing line of sight, R/O discovered the vehicle had been abandoned in the alleyway with the door ajar and the engine still running. R/O canvassed the immediate area with negative results. Upon speaking with the owner of the vehicle, R/O was advised a duffel bag containing several hundred dollars in cash should be in the vehicle’s trunk. However, a search yielded no currency. A/O responded and processed the scene. S/A was notified and will continue to investigate.
BENCH WARRANT-MISDEMEANOR 04/07/2023 5:00am 230407000711 A/O observed R/O detaining a Suspect near the intersection of Indiana Avenue and Seventh Street NW. Upon approach, R/O placed the Suspect in handcuffs and was advised by A/O the Suspect caused a physical disturbance inside a private establishment near this location. A WALES/NCIC check of the Suspect revealed two outstanding bench warrants though the District of Columbia, which were confirmed through USCP Communications. The Suspect was placed under arrest and transported to Headquarters for processing.

R/O attempted a traffic stop in the 800 Block of South Capitol Street SW. The vehicle fled, and travelled southbound on South Capitol Street toward M Street SW. R/O did not pursue, but followed the vehicle’s path of travel. R/O was flagged down by numerous Witnesses in the 1300 Block of Half Street SW, and reported the vehicle that fled had struck several vehicles. The Suspects were observed running westbound into an alley. R/O then located the vehicle that fled, and noted the vehicle had crashed into a tree in the same block. Responding units canvassed the area for the Suspects, but were met with negative results. S/A-1 and S/A-2 responded to the scene. A/O-3 and A/O-4 responded, and photographed the scene. R/O conducted a NCIC/WALES VIN check which revealed the tags were stolen from another vehicle.

POSS OPEN CONTAINER ALCOHOL – POCA 03/22/2023 1:55pm 230322000554 R/O observed a male carrying a bottle containing red liquid in his hand walking westbound in the Unit Block of Constitution Avenue NE. The suspect was seen drinking the red substance from the bottle. The R/O proceeded to stop the suspect and smelled an odor emanating from him consistent with an alcoholic beverage. S-1 was placed under arrest and transported to Headquarters for processing.

The Suspects were warned to cease and desist their demonstration activity but refused to do so. The Suspects were placed under arrest and transported to Headquarters for processing.

The Complainant advised the Suspect had yelled at them, attempted to take their food, and had struck the Complainant multiple times. While placing the Suspect in handcuffs, the Suspect became combative resulting in lacerations to both of R/O’s hands. The Suspect was placed under arrest and transported to Headquarters for processing. S/A and A/O responded to processing for follow-up.
CONTROLLED SUBSTANCES ACT 03/16/2023 9:00am 230316000493 R/O was conducting routine screening. During an administrative search of the Suspect, R/O discovered a small vial of a white, powdery substance on the Suspect’s person. A/O responded to the scene for processing and determined the substance was cocaine. The Suspect was placed under arrest and transported to Headquarters for processing.
SIMPLE ASSAULT DC CODE 22-404. ADDITIONAL CHARGES: DESTRUCTION OF PROPERTY LESS THAN $1000. 03/16/2023 11:47am 230316000498 R/O was flagged down in the 300 Block of New Jersey Avenue NW in regards to an assault that had occurred at the intersection of New Jersey and Louisiana Avenues NW. The Complainant advised that the Suspect struck him multiple times after a verbal dispute in the Suspect’s vehicle. During the altercation, the Complainant’s sunglasses were damaged. A canvass of the area for the Suspect was met with negative results. S/A was notified and will continue to investigate.
TRAFFIC – PERMIT-NO VALID. ADDITIONAL CHARGES: BENCH WARRANT- TRAFFIC BENCH WARRANT- TRAFFIC. 03/16/2023 9:52am 230316000494 R/O observed a vehicle with expired tags driving westbound in the 300 Block of Independence Avenue SW. A traffic stop was conducted at the same location. A WALES/NCIC check revealed the Suspect had two misdemeanor bench warrants issued through the Superior Court of the District of Columbia. The check also revealed the Suspect’s permit was suspended in Maryland with no status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.

The Complainant reported to R/O that the Suspect, who was in the parked vehicle, had hit them in the face. R/O approached the vehicle and the Suspect fled the scene. The Suspect returned to the scene and parked the vehicle at the Intersection of Maryland Avenue and Third Street SW. The Suspect was placed under arrest and transported to Headquarters for processing. A/O responded and processed the scene. S/A responded to the scene and will continue to investigate.

RAFFIC – PERMIT-NO VALID 03/15/2023 6:41am 230315000479 R/O observed a vehicle traveling northbound on Third Street NW with no tag displayed. R/O conducted a traffic stop in the 200 Block of Constitution Avenue NW. A WALES/NCIC check confirmed the vehicle’s VIN was not registered and the Suspect’s driver’s license was suspended through Virginia with no status in the District of Columbia or Maryland. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC ACCIDENT – LEAVING SCENE-PROPERTY DAMAGE 03/14/2023 3:35am 230314000465 R/O responded to the Unit Block of First Street SE for the report of a traffic accident. During the investigation, the Complainant stated she parked her vehicle on March 13th at approximately 2245 hours and upon her return at approximately 0735 hours on March 14th, she noticed damage to the rear bumper. A search of the area was met with negative results. S/A was notified and will continue to investigate.

A traffic stop was conducted at the same location. Upon approach, the Suspect stated they had a Virginia permit, but it was not on their person. A WALES/NCIC check revealed the Suspect had no valid permit status in Virginia, Maryland or the District of Columbia. The Suspect was placed under arrest. R/O later learned the Suspect provided a false name. A WALES/NCIC check of the Suspect’s true identity revealed an extraditable warrant out of Virginia, and no permit status. The Suspect was transported to Headquarters for processing.
TRAFFIC – DUI ALCOHOL OR DRUGS. ADDITIONAL CHARGE: RESISTING ARREST. 03/12/2023 3:31am 230312000447 R/O observed a vehicle on the sidewalk near the bottom stairs in the lower Senate Park. Upon approaching, R/O detected a strong odor of an alcoholic beverage emitting from the vehicle. SFST’s were conducted and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During arrest processing, the Suspect was belligerent and refused to comply with the arrest process.

A WALES/NCIC check confirmed active warrants out of the District of Columbia Superior Court. Further investigation revealed the Suspect also tampered with his court issued GPS monitoring device. The Suspect was placed under arrest and transported to Headquarters for processing.

ADDITIONAL CHARGES: POSSESSION OF OPEN CONTAINER OF ALCOHOL – VEHICLE. 03/12/2023 9:55pm 230312000445 R/O observed a vehicle facing westbound in the eastbound lanes at a traffic light, turn right from the wrong side of the roadway onto the 600 Block of North Capitol Street NE. R/O conducted a traffic stop in the 700 Block of North Capitol Street NE. Upon approach, R/O detected a strong odor of an alcoholic beverage emitting from the vehicle. SFST’s were administered; due to numerous signs of impairment, the Suspect was placed under arrest, and transported to Headquarters for processing. While conducting an inventory search of the vehicle, a water bottle filled halfway, with what appeared to be wine, was discovered.

A WALES/NCIC check of the vehicle revealed it was reported stolen to the Metro Washington Airport Authority. R/O conducted a traffic stop in the 400 Block of Independence Avenue, SE. R/O gave verbal commands to exit the vehicle. The Suspect was placed under arrest, and transported to Headquarters for processing. Additionally, all attempts to contact the registered vehicle owner met with negative results.

ADDITIONAL CHARGES: RECIEVING STOLEN PROPERTY – UNDER $1000 – MISD. 03/10/2023 8:42pm 230310000439 R/O observed a vehicle traveling eastbound on Massachusetts Avenue run the red light while making a turn onto Fourth Street NE. A traffic stop was conducted at 300 Fourth Street NE. A WALES/NCIC check revealed the Suspect’s District of Columbia license was revoked and the vehicle’s tag was stolen out of Tacoma Park, Maryland. The Suspect was arrested and transported to Headquarters for processing.
THEFT II-FROM OFFICE 03/09/2023 10:00am 230309000432 R/O responded to a House Office Building for a report of stolen property. The Complainants stated that several tools were discovered missing. A search of the area was met with negative results. CIS was notified and will continue to investigate.

THEFT I -STOLEN AUTO ADDITIONAL CHARGES: ROBBERY – CARJACKING DC-22-2803 DESTRUCTION OF PROPERTY – UNDER $1000 – MISD01/23/202311:48pm230123000123R/O responded to the 100 Block of D Street NE for the report of a carjacking. R/O met with the Complainant who parked his vehicle in the 100 Block of Massachusetts Avenue NE before being approached by the Suspect’s vehicle at that location. The Complainant stated multiple Suspects exited the vehicle and one Suspect demanded the Complainant give him his wallet, car keys, and phone, to which he complied. The Suspect removed money from the wallet and damaged the Complainant’s cell phone by throwing it towards a nearby parking lot. The Suspect then entered the Complainant’s vehicle and drove away. A search of the area for the Complainant’s vehicle was met with negative results but the broken cell phone was recovered by the Complainant. S/A was notified and will continue to investigate. (eh)

A traffic stop was attempted at First and E Street NW. The Suspect failed to comply for the traffic stop. The vehicle came to an abrupt stop in the Unit Block of E Street NW and the Suspect exited the driver side of the vehicle and fled. The Suspect failed to follow verbal commands to stop running. A witness told R/O they observed the Suspect throw a gun to the ground. A/O arrived on scene and secured the firearm. Shortly afterwards, the Suspect was stopped in the 500 Block of New Jersey Avenue NW, where he was positively identified by the R/O. R/O-2 responded to the scene and recovered a 9mm extended magazine, and 39 loose rounds of ammunition laying on the sidewalk where the Suspect fled. R/O detected a moderate odor of an alcoholic beverage emitting from the Suspect’s breath. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. S/A confirmed through the Metropolitan Police Department the Suspect did not have a license to carry in the District of Columbia. (tc/eb)

The United States Capitol Police (USCP) confiscated an M-4 style “ghost gun” and a Glock handgun with a full auto switch (machine gun) while they were patrolling the perimeter of the Capitol Complex, near the Senate Parks.

The arrests were made a short walk from the Congressional Buildings and across the street from television studios Members of Congress frequently use.

Yesterday at approximately 11:15 a.m., two USCP officers approached a stolen Acura near E Street & New Jersey Avenue, NW, and ordered the men out of the car. A gun was spotted inside the stolen Acura.

The suspects ran away. One was quickly arrested. Officers followed the second suspect into a nearby apartment building on E Street where the suspect locked himself inside an apartment.

Around 6:30 p.m., the USCP Crisis Negotiation Team talked the suspect into walking out of the apartment.

The suspects were identified as 24 year old Kwame T. Keith of Hyattsville, MD, and 19 year old Justin B. Campos of Landover, MD.

The pending charges include Resisting Arrest, Unlawful Possession of a Machine Gun, Possession of an Unregistered Firearm, Possession of a Large Capacity Ammunition Feeding Device, Carrying a Pistol without a License, Possession of Unregistered Ammunition, Unauthorized Use of a Vehicle, Felon in Possession, and Distribution of a Controlled Substance.

As we approach the second anniversary of one of the darkest days in our nation’s history, we must answer this critical question, “Could January 6 happen again?”

During the last two years, with the support of Congress, the United States Capitol Police (USCP) has been working around the clock to implement more than 100 significant improvements. Today we are clearly better off than we were before the January 6 attack and that is due to the hard work and dedication of more than 2,000 USCP employees.

Here are the facts:

We’ve brought on new leaders from premier law enforcement agencies with an expertise in National Security Special Events, intelligence operations and physical security.
Planning for demonstrations and significant events now require the preparation of detailed Incident Action Plans that set forth the responsibilities for command officials and participating law enforcement agencies.
Congress passed legislation to ensure the USCP Chief can unilaterally declare a state of emergency and call upon the National Guard.
The USCP has established strong partnerships with dozens of law enforcement agencies in and around the Washington, D.C. area, and throughout the East Coast, for their support and assistance when it’s required.
We hired a new Intelligence Director and we have dramatically improved the manner in which we collect, analyze, and share intelligence with our partner law enforcement agencies. We have also ensured that critical information is disseminated to our officers and officials through daily briefings, alerts, and other real-time notifications.
Our Civil Disturbance Unit capabilities have grown internally as well as externally, thanks to the assistance of our partner law enforcement agencies along the East Coast.
We have expanded our training program and added specialized training.
We have made significant equipment upgrades which have improved the Department’s readiness and protective capabilities.
These improvements address, and in some instances surpass, the various oversight and audit recommendations issued to the USCP after January 6.

Perhaps most important, the United States Capitol Police is successfully recruiting and training new police officers at a rate that will, in the next several months, put us above our pre-pandemic and pre-January 6 staffing levels. This success comes at a time when most law enforcement agencies are struggling to bring on additional officers.

Make no mistake, there is still work to be done. The current threat climate, particularly against elected officials, will require continued and heightened vigilance. We will do everything possible to fulfill our mission of protecting the Members of Congress, the Capitol Complex and the legislative process. Our dedicated and courageous men and women take on this responsibility every day.

With the polarized state of our nation, an attack like the one our Department endured on January 6, 2021, could be attempted again. Should the unthinkable happen, we will be ready.

oncoming lane, and then failing to come to complete a stop at the stop sign at the intersection of First
and G Streets, NE. R/O conducted a WALES/NCIC check of the vehicle’s tags, which returned to a
different vehicle. A traffic stop was conducted in the unit block of Columbus Circle, NE. The Suspect
refused to produce any form of government identification, and was subsequently placed under arrest. A
WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland, or
Virginia. While conducting an inventory search of the Suspect’s vehicle, the R/O located a firearm, two
magazines, and additional ammunition in a bag on the front passenger’s seat. CIS was notified and
advised the R/O that the Suspect was previously convicted of a felony. The Suspect was transported to
Headquarters for processing. CSS responded and processed the scene.

.40 caliber pistol and one large capacity magazine containing nine rounds of ammunition. A WALES/NCIC
check of the firearm revealed no registration in the District of Columbia.

search of the vehicle, a plastic cup with a clear liquid that smelled of an alcoholic beverage was found
next to the driver’s seat.

Avenue, SE. The Suspect refused to stop, striking a vehicle in the intersection of Seventh Street and
Virginia Avenue, SE. The Suspect’s vehicle came to a stop before the intersection of First and M Streets,
SE. Suspect 1 and Suspect 2 exited the vehicle and fled on foot. While pursuing Suspect 2, A/O observed
a firearm with an extended magazine in the Suspect’s hand, before he discarded it into a sewer. While
conducting a WALES/NCIC check of Suspect 2, it revealed a prior felony conviction. A responding
Metropolitan Police Department Officer observed Suspect 1 attempting to hide a firearm with an
extended magazine before dropping the firearm. An additional firearm was found in the area of the
scene. Suspect 1 and Suspect 2 were both placed under arrest and transported to Headquarters for
processing. During an inventory search of the vehicle, R/O recovered a loaded firearm from the front
passenger floorboard. CSS responded and processed the scene.
