THEFT I -STOLEN AUTO ADDITIONAL CHARGES: ROBBERY – CARJACKING DC-22-2803 DESTRUCTION OF PROPERTY – UNDER $1000 – MISD01/23/202311:48pm230123000123R/O responded to the 100 Block of D Street NE for the report of a carjacking. R/O met with the Complainant who parked his vehicle in the 100 Block of Massachusetts Avenue NE before being approached by the Suspect’s vehicle at that location. The Complainant stated multiple Suspects exited the vehicle and one Suspect demanded the Complainant give him his wallet, car keys, and phone, to which he complied. The Suspect removed money from the wallet and damaged the Complainant’s cell phone by throwing it towards a nearby parking lot. The Suspect then entered the Complainant’s vehicle and drove away. A search of the area for the Complainant’s vehicle was met with negative results but the broken cell phone was recovered by the Complainant. S/A was notified and will continue to investigate. (eh)
TRAFFIC – PERMIT-NO VALID01/23/20236:06am230123000125R/O observed a vehicle traveling eastbound in the 100 Block of Independence Avenue SW with expired tags. A traffic stop was conducted at the same location. A WALES/NCIC check of the Suspect revealed his license was suspended and expired. The Suspect was placed under arrest and transported to Headquarters for processing. (eh)
CARRYING A PISTOL W/O A LICENSE (CPWL) ADDITIONAL CHARGES: UNREG AMMO – MISD UNREG FIREARM – MISD TRAFFIC – DUI ALCOHOL OR DRUGS TRAFFIC – FAILURE TO OBEY POLICE POSSESSION OF A LARGE CAPACITY AMMUNITION FEEDING DEVICE01/22/20239:45pm230122000119R/O observed a vehicle with temporary tags displaying expired registration in the Unit Block of First Street NE. A traffic stop was attempted at First and E Street NW. The Suspect failed to comply for the traffic stop. The vehicle came to an abrupt stop in the Unit Block of E Street NW and the Suspect exited the driver side of the vehicle and fled. The Suspect failed to follow verbal commands to stop running. A witness told R/O they observed the Suspect throw a gun to the ground. A/O arrived on scene and secured the firearm. Shortly afterwards, the Suspect was stopped in the 500 Block of New Jersey Avenue NW, where he was positively identified by the R/O. R/O-2 responded to the scene and recovered a 9mm extended magazine, and 39 loose rounds of ammunition laying on the sidewalk where the Suspect fled. R/O detected a moderate odor of an alcoholic beverage emitting from the Suspect’s breath. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. S/A confirmed through the Metropolitan Police Department the Suspect did not have a license to carry in the District of Columbia. (tc/eb)
UUV – FELONY01/20/202310:12am230120000114R/O observed a Suspect matching the description of a BOLO in the Russell Senate Office Building. The BOLO was in reference to a male who was seen leaving a stolen vehicle that was parked in the 200 Block of Washington Avenue, SW. R/O made contact with the Suspect and confirmed him to be the driver of the vehicle. The Suspect was placed under arrest and transported to Headquarters for processing. CID and Threats responded to interview the Suspect. (lg)
THEFT II01/20/20233:05am230120000106R/O responded to the Capitol Visitor Center House Appointments Desk for a report of a theft. The Complainant advised her cellphone was missing and was last seen on January 19, 2023. S/A responded to the scene and will continue to investigate. (lg)
TRAFFIC ACCIDENT – HIT & RUN01/20/20234:36pm230120000116R/O responded to the Unit Block of First Street NE for a report of a hit and run. Upon arriving on scene, R/O spoke with the Complainant whose vehicle was struck by another vehicle while he was heading northbound in the Unit Block of First Street NE. The Suspect stopped briefly to check for damage and left the scene. A canvas of the area for the Suspect was met with negative results. (jb)
TRAFFIC ACCIDENT – HIT & RUN01/19/20236:44pm230120000104R/O responded to the 200 Block of Second Street NE, for the report of a hit and run. Upon arrival, R/O spoke with the Complainant who stated a vehicle struck them and drove away. The striking vehicle continued traveling southbound in the 100 Block of Second Street NE without stopping. An immediate search of the area was met with negative results. A/O responded and processed the scene. (tjf)
ASSAULT-SIMPLE – MISD01/19/20235:12am230119000098R/O responded to the sounds of yelling in the hall outside of a room in the Longworth House Office Building. R/O observed the Suspect face to face with the complainant in a verbal altercation. The Suspect then pushed the complainant. The Suspect was placed under arrest and transported to Headquarters for processing. (tc)
THEFT I01/18/20234:23am230118000085R/O responded to the Cannon House Office Building for the report of a theft. Upon arrival, the Complainant informed R/O they went to retrieve a camcorder from their office storage closet and discovered it was missing along with several memory cards and charging cables. The camcorder was last seen January 3, 2023. A search of the area was met with negative results. CIS was notified and will continue to investigate. (bg)
TRAFFIC – DUI ALCOHOL OR DRUGS01/16/20238:33pm230116000079R/O responded to Washington Avenue and C Street SW for a report of a traffic accident involving a single vehicle. Upon arrival, R/O identified the Suspect as the driver of the vehicle. While standing next to the Suspect, R/O detected an odor of an alcoholic beverage emitting from the Suspect’s breath and person. SFSTs were conducted, and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. (eh)

Two Years of Hard Work: A Message from U.S. Capitol Police Chief Tom Manger

As we approach the second anniversary of one of the darkest days in our nation’s history, we must answer this critical question, “Could January 6 happen again?”

During the last two years, with the support of Congress, the United States Capitol Police (USCP) has been working around the clock to implement more than 100 significant improvements. Today we are clearly better off than we were before the January 6 attack and that is due to the hard work and dedication of more than 2,000 USCP employees.

Here are the facts:

We’ve brought on new leaders from premier law enforcement agencies with an expertise in National Security Special Events, intelligence operations and physical security.
Planning for demonstrations and significant events now require the preparation of detailed Incident Action Plans that set forth the responsibilities for command officials and participating law enforcement agencies.
Congress passed legislation to ensure the USCP Chief can unilaterally declare a state of emergency and call upon the National Guard.
The USCP has established strong partnerships with dozens of law enforcement agencies in and around the Washington, D.C. area, and throughout the East Coast, for their support and assistance when it’s required.
We hired a new Intelligence Director and we have dramatically improved the manner in which we collect, analyze, and share intelligence with our partner law enforcement agencies. We have also ensured that critical information is disseminated to our officers and officials through daily briefings, alerts, and other real-time notifications.
Our Civil Disturbance Unit capabilities have grown internally as well as externally, thanks to the assistance of our partner law enforcement agencies along the East Coast.
We have expanded our training program and added specialized training.
We have made significant equipment upgrades which have improved the Department’s readiness and protective capabilities.
These improvements address, and in some instances surpass, the various oversight and audit recommendations issued to the USCP after January 6.

Perhaps most important, the United States Capitol Police is successfully recruiting and training new police officers at a rate that will, in the next several months, put us above our pre-pandemic and pre-January 6 staffing levels. This success comes at a time when most law enforcement agencies are struggling to bring on additional officers.

Make no mistake, there is still work to be done. The current threat climate, particularly against elected officials, will require continued and heightened vigilance. We will do everything possible to fulfill our mission of protecting the Members of Congress, the Capitol Complex and the legislative process. Our dedicated and courageous men and women take on this responsibility every day.

With the polarized state of our nation, an attack like the one our Department endured on January 6, 2021, could be attempted again. Should the unthinkable happen, we will be ready.

A WALES/NCIC check of the vehicle’s Virginia tags revealed they were not on file. A traffic stop was
subsequently conducted at the same location. A WALES/NCIC check of the vehicle’s VIN revealed it was
last registered in Maryland, but the tags were marked as returned. Furthermore, a WALES/NCIC check of
the driver revealed the individual did not have a valid license issued through Maryland, Virginia, or the
District of Columbia. The Suspect was placed under arrest and transported to Headquarters for
processing

BENCH WARRANT-MISDEMEANOR

R/O observed a vehicle in the unit block of Massachusetts Avenue, NE, matching the description of a
lookout broadcasted over the radio by MPD. R/O conducted a traffic stop at the same location. A
WALES/NCIC check revealed the Suspect was subject to a bench warrant issued through the Superior
Court of the District of Columbia. The Suspect was placed under arrest and transported to Headquarters
for processing. MPD’s Crime Scene Unit responded and processed the vehicle.

R/O observed a vehicle traveling in the unit block of G Street, NE, pass his vehicle, going into the
oncoming lane, and then failing to come to complete a stop at the stop sign at the intersection of First
and G Streets, NE. R/O conducted a WALES/NCIC check of the vehicle’s tags, which returned to a
different vehicle. A traffic stop was conducted in the unit block of Columbus Circle, NE. The Suspect
refused to produce any form of government identification, and was subsequently placed under arrest. A
WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland, or
Virginia. While conducting an inventory search of the Suspect’s vehicle, the R/O located a firearm, two
magazines, and additional ammunition in a bag on the front passenger’s seat. CIS was notified and
advised the R/O that the Suspect was previously convicted of a felony. The Suspect was transported to
Headquarters for processing. CSS responded and processed the scene.

R/O observed a vehicle traveling in the wrong direction of traffic in the 500 block of C Street, NE. A
traffic stop was conducted in the 400 block of C Street, NE. Upon approaching the vehicle, R/O observed
what appeared to be a firearm and a magazine on top of the front dashboard of the vehicle. The Suspect
was placed under arrest and transported to Headquarters for processing. CSS responded and recovered a
.40 caliber pistol and one large capacity magazine containing nine rounds of ammunition. A WALES/NCIC
check of the firearm revealed no registration in the District of Columbia.

status in the District of Columbia, Virginia, or Maryland. The Suspect was placed under arrest and

Maryland driver’s license revealed a fully extraditable warrant held by the District of Columbia Superior

placed under arrest and transported to MPD’s First District for processing

R/O was at Third Street and Madison Drive, NW, when he observed the Suspect holding an open container
of alcohol. R/O ordered the Suspect to pour out the contents of the container at which time the Suspect
refused to comply, and continued to drink from the container. The Suspect was placed under arrest and

R/O observed a vehicle turn onto C Street, SW, at a high rate of speed, coming to a stop at the barricade
located at Washington Avenue, SW. R/O approached the vehicle and directed the driver to park the
vehicle along the curb, which the Suspect was unable to do. A WALES/NCIC check of the Suspect’s
Maryland driver’s license confirmed the Suspect was under the age of 21. R/O asked the driver to step
out of the vehicle, at which time R/O smelled an odor of an alcoholic beverage emanating from the
Suspect’s breath. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was
placed under arrest and transported to Headquarters for processing.

R/O responded to a vehicle on the curb in the 500 block of North Capitol Street, NW. A traffic stop was
conducted at the same location. Upon approach, R/O shined his flashlight into the vehicle and saw the
Suspect’s eyes closed and slumped to the side in the driver’s seat. The Suspect awoke in a slow manner
and mumble incoherent statements. The Suspect exited the vehicle and walked in a slow, waddle-like
manner. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed under
arrest and transported to Headquarters for processing.

R/O observed an unresponsive individual sitting behind the steering wheel, with the engine running, at a
light in the 400 block of Pennsylvania Avenue, SE. R/O approached the vehicle to conduct a welfare
check. While speaking with the Suspect, R/O detected an odor of an alcoholic beverage emitting from
the Suspect’s breath. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was
placed under arrest and transported to Headquarters for processing. While conducting an inventory
search of the vehicle, a plastic cup with a clear liquid that smelled of an alcoholic beverage was found
next to the driver’s seat.

Upon confirmation of the warrant by USCP Communications, the Suspect was placed under arrest and
transported to Headquarters for processing.

R/O observed the Suspect’s speech to be slurred and he detected an odor of an alcoholic beverage
emitting from the Suspect’s breath. SFSTs were conducted and, due to numerous signs of impairment,
the Suspect was placed under arrest and transported to Headquarters for processing.

R/O observed a vehicle pass through a red traffic signal at the intersection of South Capitol Street and
Virginia Avenue, SE. A traffic stop was conducted in the 200 block of Washington Avenue, SW. While
speaking with the Suspect, R/O detected an odor of an alcoholic beverage emitting from the Suspect’s
breath. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed under
arrest. The Suspect advised R/O there was a loaded firearm in the vehicle. CSS responded and
processed the scene. While conducting a search of the vehicle, a handgun with a loaded magazine was
recovered. The Suspect was transported to Headquarters for processing.

that appeared to be fictitious. A traffic stop was conducted in the 600 block of North Capitol Street, NW.
The Suspect confirmed the registration was bought online, and did not belong to the vehicle. A

WALES/NCIC check revealed the Suspect’s District of Columbia permit was expired, and had no valid
status in Virginia or Maryland. The Suspect was placed under arrest and transported to Headquarters for
processing

individual driving the striking vehicle was conducted, which revealed the Suspect had an active
misdemeanor Bench Warrant issued through the Superior Court of the District of Columbia, and no permit
status in the District of Columbia, Maryland, or Virginia. The Suspect also displayed behaviors indicating
potential impairment. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was
placed under arrest and transported to headquarters for processing.

not have a driver’s license in his possession. A WALES/NCIC check of the Suspect’s West Virginia
identification card revealed his West Virginia driver’s permit was revoked/surrendered with no status in
the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to
Headquarters for processing.

R/O responded to the report of a disorderly individual at the intersection of Fourth Street and
Pennsylvania Avenue, SE. Upon arrival, R/O witnessed the Suspect fighting with two Officers.
Once the Suspect was detained, a Complainant came forward stating he observed the Suspect inside his
vehicle. After getting the Suspect to exit, the Suspect threw a brick at the Complainant’s vehicle
damaging the driver’s side rear window. R/O conducted a WALES/NCIC check via word of mouth, which
revealed the Suspect had an active misdemeanor Bench Warrant out of the District of Columbia. The
Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and
processed the scene.

R/O observed a vehicle matching a look out for a vehicle involved in an armed carjacking traveling
eastbound in the 600 block of M Street, SE. A traffic stop was attempted in the 1200 block of Potomac
Avenue, SE. The Suspect refused to stop, striking a vehicle in the intersection of Seventh Street and
Virginia Avenue, SE. The Suspect’s vehicle came to a stop before the intersection of First and M Streets,
SE. Suspect 1 and Suspect 2 exited the vehicle and fled on foot. While pursuing Suspect 2, A/O observed
a firearm with an extended magazine in the Suspect’s hand, before he discarded it into a sewer. While
conducting a WALES/NCIC check of Suspect 2, it revealed a prior felony conviction. A responding
Metropolitan Police Department Officer observed Suspect 1 attempting to hide a firearm with an
extended magazine before dropping the firearm. An additional firearm was found in the area of the
scene. Suspect 1 and Suspect 2 were both placed under arrest and transported to Headquarters for
processing. During an inventory search of the vehicle, R/O recovered a loaded firearm from the front
passenger floorboard. CSS responded and processed the scene.

R/O observed a vehicle displaying expired tags while traveling southbound in the 500 block of North
Capitol Street, NW. A traffic stop was conducted in the unit block of E Street, NW. A WALES/NCIC check
of the vehicle’s tags, and the Suspect’s permit confirmed the tags were expired and suspended. In
addition, the Suspect’s permit was suspended in Maryland with no status in the District of Columbia or
Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.

R/O responded to the 400 block of Washington Avenue, SW, to assist with a traffic stop. Upon arrival,
R/O observed heavy damage to the front end of the vehicle. While speaking with the Suspect, R/O
detected an odor of an alcoholic beverage emitting from the Suspect’s breath, along with what appeared
to be a bottle of a clear alcoholic beverage on the driver-side floorboard. SFSTs were conducted and,
due to numerous signs of impairment, the Suspect was placed under arrest and transported to
headquarters for processing

The vehicle subsequently drove through multiple solid red traffic signals. A traffic stop was conducted in
the unit block of Louisiana Avenue, NW. Upon approach, R/O noticed odors consistent with marijuana
and an alcoholic beverage emitting from the vehicle. SFSTs were conducted and, due to numerous signs
of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

R/O conducted a WALES/NCIC check of the Suspect, who was an applicant for a job with the Architect of
the Capitol. The check revealed an active extraditable warrant through the Prince George’s County
Sheriff’s Office. After the warrant was confirmed through USCP Communications, the Suspect was placed
under arrest and transported to Headquarters for processing.

was first on the scene, and relayed to R/O that the Suspect was stumbling and had slurred their words.
While conversing with the Suspect, A/O noticed the Suspect’s eyes were watery and glassy, and detected
an odor of an alcoholic beverage emanating from the Suspect. SFSTs were conducted and, due to
numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for
processing.

crash. R/O observed the Suspect to be extremely intoxicated. The Suspect was unable to stand, walk, or
sit up in a stable or sober manner. R/O observed numerous empty beer cans on the passenger floor board
of the vehicle. SFSTs were not able to be conducted. However, due to numerous signs of impairment,
the Suspect was placed under arrest and transported to Headquarters for processing.

expired and belonged to another vehicle. The check also confirmed the Suspect’s District of Columbia
permit had been revoked. The Suspect was placed under arrest and transported to Headquarters for

R/O was approached by the Suspect in the unit block of E Street, NE. The Suspect stated that he was
being followed and asked the R/O for a ride home. A WALES/NCIC check of the Suspect revealed an
extraditable warrant out of Arlington, Virginia. The Suspect was placed under arrest and transported to
Headquarters for processing. During a search, a loaded firearm was discovered in the Suspect’s
possession. Further examination revealed that the serial number on the firearm had been obscured. CSS
responded and processed the scene.

R/O responded to the intersection of First and D Streets, NE, to assist with a traffic stop. Upon
approach, the Suspect was found unconscious and slumped over in the driver’s seat. R/O observed the
Suspect’s breathing to be heavy and labored, consistent with an overdose. Narcan was administered, and
the Suspect began to gain consciousness. During R/O’s investigation, the Suspect became combative and
attempted to strike officers while refusing commands to exit the vehicle. He struck an officer in the
chest with a closed fist prior to being taken into custody. R/O also detected an odor of an alcoholic
beverage emitting from the Suspect’s breath and person. SFSTs were not conducted due to the Suspect’s
combative behavior. A WALES/NCIC check revealed the Suspect’s license was suspended in the District of
Columbia, with no status in Maryland or Virginia. The Suspect was placed under arrest and transported to
Headquarters for processing.

container of alcohol.
