R/O observed the driver of a vehicle asleep behind the wheel in the 700 block of New Jersey Avenue,
NW. R/O conducted a traffic stop in the same location. While speaking with the Suspect, R/O observed
that the Suspect appeared to be confused and disoriented. SFSTs were conducted and, due to numerous
signs of impairment, the Suspect was placed under arrest and transported to Headquarters for
processing.

ADDITIONAL CHARGE: TRAFFIC – RECKLESS DRIVING
R/O heard a loud sound resembling a vehicle crash. R/O located a rolled-over vehicle on Exit 6 from
Interstate 395 Northbound to C Street, SW. A WALES/NCIC check of the Suspect’s license revealed
negative results. R/O observed the Suspect’s speech to be slurred and detected an odor of an alcoholic
beverage emitting from the Suspect’s breath. SFSTs were conducted and, due to numerous signs of
impairment, the Suspect was placed under arrest and transported to Headquarters for processing. CSS
responded and processed the scene. Upon further investigation, speed and failure to maintain lane
control were the determining factors for the vehicle roll over.

R/O observed a vehicle traveling northbound toward the intersection of Second and D Streets, NW, failing
to maintain a lane of travel, and committing multiple traffic violations. R/O conducted a traffic stop in
the 500 block of Second Street, NW. The Suspect did not physically provide a valid driver’s license. A
WALES/NCIC check of the Suspect revealed no valid driver’s license in the District of Columbia, Maryland,
or Virginia. SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed
under arrest and transported to Headquarters for processing.

R/O observed a vehicle traveling northbound in the 200 block of Third Street, SE, drive through a solid
red light. R/O conducted a traffic stop in the 100 block of Third Street, SE. A WALES/NCIC check
revealed the Suspect had a canceled license in Maryland and no status in the District of Columbia or
Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.

R/O observed a vehicle at the intersection of Second Street and Constitution Avenue, NE, strike a traffic
cone and abruptly stop in the 100 block of Constitution Avenue, NE. After performing a welfare check
and smelling an odor of an alcoholic beverage emitting from the Suspect’s vehicle, SFSTs were conducted.
Due to the numerous signs of impairment, the Suspect was placed under arrest and transported to
Headquarters for processing.

THEFT II

R/O was flagged down in the 400 block of Second Street, NW, by a Witness who stated a theft had just
occurred at a café located in the 400 block of First Street, NW. A lookout was broadcast for the Suspect
and R/O-2 responded to the cafe to investigate. During the investigation, it was discovered that the
Suspect took the tip jar belonging to the cafe and left. A search of the area resulted in the tip jar being

located near the intersection of First and D Streets, NW. The Suspect was observed running eastbound in
the unit block of D Street, NW, before being stopped. A show-up was conducted and the Suspect was
positively identified. The Suspect was placed under arrest and transported to Headquarters for
processing. CSS responded and processed the scene.

TRAFFIC – PERMIT-NO VALID

R/O responded to the intersection of North Capitol Street and Louisiana Avenue, NE, to assist with a
traffic crash. A WALES/NCIC check of the Suspect revealed his Maryland license was suspended with no
status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to
Headquarters for processing.

R/O observed a vehicle traveling eastbound in the 200 block of Maryland Avenue, NE, displaying an
expired tag. A traffic stop was conducted in the 100 block of Constitution Avenue, NE. A WALES/NCIC
check was conducted revealing the vehicle registration was expired, and the Suspect’s license was
suspended in Maryland with no status in Virginia or the District of Columbia. The Suspect was placed
under arrest and transported to Headquarters for processing.

R/O observed a vehicle traveling eastbound in the unit block of Columbus Circle, NE. A WALES/NCIC
check of the vehicle revealed that the tag belonged to another vehicle. R/O conducted a traffic stop in
the unit block of E Street, NE, and a WALES/NCIC check of the driver revealed a suspended New York
driver’s license with no status in the District of Columbia, Maryland, or Virginia. The Suspect was placed
under arrest and transported to Headquarters for processing.
ADW – BLADED WEAPON

ADDITIONAL CHARGES: ASSAULT ON A POLICE/FIRE – FELONY; THEFT II; PUBLIC INTOXICATION;
SIMPLE ASSAULT DC CODE 22-2404; PPW-B-MISD; RESISTING ARREST
R/O was flagged down for an assault in the 600 block of D Street, NW. The Complainant stated that the
Suspect had exited his establishment with a glass belonging to the Complainant. When the Complainant
attempted to recover his property, the Suspect became irate and threw the glass at the Complainant.
R/O attempted to make a stop on the Suspect at the intersection of Fifth Street and Indiana Avenue, NW,
when the Suspect brandished a knife. When R/O attempted to place the Suspect in handcuffs, the
Suspect became combative and caused R/O to fall to the ground and sustaining injuries. R/O also
detected an odor of alcohol emitting from the Suspect’s breath. During a search of the Suspect by the
Assisting Officer (A/O), the Suspect attempted to bite A/O several times. CSS responded, processed the
scene, and took possession of the weapon. The Suspect was placed under arrest and transported to
Headquarters for processing

CARRYING A PISTOL W/O A LICENSE – FELONY

R/O observed a vehicle traveling at a high rate of speed in the unit block of Canal Street, SE. R/O
attempted to initiate a traffic stop in the 200 block of Independence Avenue, SW. The vehicle stopped at
the intersection of Third Street and Maryland Avenue, SW, and R/O attempted to approach the vehicle.
The vehicle continued northbound on Third Street. R/O successfully conducted a traffic stop in the 100
block of Third Street, NW. Upon approach, R/O detected an odor of an alcoholic beverage emitting from
the Suspect. R/O also observed a pistol inside the center console of the vehicle. The Suspect was placed
under arrest and transported to Headquarters for processing where SFSTs were conducted. CSS
responded and processed the scene.

R/O observed a vehicle traveling southbound in the northbound lanes of the unit block of Third Street,
NW. A traffic stop was conducted in the 200 block of Washington Avenue, SW. A WALES/NCIC check
through USCP Communications revealed the Suspect had a suspended license in Maryland with no status
in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to
Headquarters for processing.

conducted a traffic stop in the 200 block of E Street, NW. Upon approaching the vehicle, R/O detected
an odor of Marijuana emitting from the vehicle. SFSTs were conducted and, due to numerous signs of
impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

R/O responded to the 200 block of Massachusetts Avenue, NE, for a report of a man attempting to fight
the Complainant at the location. The Complainant stated the Suspect approached him aggressively while
also threatening to hit him. The Suspect was placed under arrest and transported to Headquarters for

R/O observed two vehicles drive over the raised median in the unit block of Massachusetts Avenue, NE.
Both vehicles were traveling at a high rate of speed and proceeded through multiple solid red lights. A
traffic stop was conducted of both vehicles in the unit block of D Street, NW. The Suspect, who was
operating Vehicle #1, admitted to rear-ending Vehicle #2 at the intersection of Sixth and G Streets, NE,
and then fleeing the scene. A WALES/NCIC check of the Suspect revealed no permit status for the
District of Columbia. R/O also observed Vehicle #1 had a damaged steering column and a punched
ignition. R/O made contact with the registered owner, who did not authorize the Suspect to operate
their vehicle. The Suspect was placed under arrest and transported to headquarters for processing.

Columbia Superior Court Bench Warrant for failure to appear. The Suspect was placed under arrest and

R/O observed a vehicle with a hanging license plate traveling southbound in the 600 block of North
Capitol Street, NW. R/O conducted a traffic stop in the unit block of D Street, NW. A WALES/NCIC check
revealed the tags were stolen, and the Suspect had an outstanding warrant out of Baltimore City, which
USCP Communications confirmed. The Suspect also admitted to not having a valid driver’s license. The
Suspect was placed under arrest and transported to Headquarters for processing.

WALES/NCIC check revealed the Suspect’s driver’s permit was suspended in Georgia with no status in the

R/O observed a vehicle strike another vehicle in the unit block of D Street, NW. R/O attempted to stop
the striking vehicle, but the Suspect fled eastbound toward D Street, NE. The vehicle was finally brought
to a stop in the 100 block of Second Street, NE. R/O’s vehicle was struck several times by the Suspect’s
vehicle before he was placed under arrest. A WALES/NCIC check revealed the vehicle had an expired
tag, and the Suspect’s District of Columbia permit had been revoked. The Suspect was transported to
Headquarters for processing. SFSTs were conducted in Prisoner Processing and, due to numerous signs of
impairment, an additional charge of “Driving Under the Influence” was added. CSS responded and
processed the scene.

POSS OPEN CONTAINER ALCOHOL – POCA

R/O approached an individual in the unit block of Independence Avenue, SE, who had an open container
of alcohol. R/O advised the Suspect he could not possess an open container of alcohol in public. The
Suspect refused to comply, and walked away while drinking from the container. The Suspect was placed
under arrest and transported to Headquarters for processing.

R/O observed a vehicle with no rear tag displayed traveling eastbound in the 300 block of Maryland
Avenue, NE. R/O conducted a traffic stop in the same location. A WALES/NCIC check of the paper tag
displayed in the back window came back “Not on File,” and the Suspect had no permit status in the
District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to
Headquarters for processing.

NE. While speaking with the Suspect, R/O noticed the Suspect’s slurred speech and slow reactions.
SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed under arrest
and transported to Headquarters for processing.

smoke coming from inside the vehicle with an odor consistent with Marijuana. SFSTs were conducted
and, due to numerous signs of impairment, the Suspect was placed under arrest and transported to
Headquarters for processing.

licensed in Maryland, with no status in the District of Columbia or Virginia. The Suspect was placed under

approached the vehicle and could see the Suspect slumped over the wheel, and noticed the smell of an

placed under arrest and transported to Headquarters for processing.

R/O responded to the 100 block of E Street, NW, for a report of an individual threatening people with a
gun. Upon arrival, R/O observed a Suspect matching the description. R/O searched the Suspect for
weapons, which was met with negative results. A WALES/NCIC check of the Suspect returned an
extraditable warrant out of Arlington County, Virginia. The Suspect was placed under arrest and
transported to Headquarters for processing.

VEHICLE; SECOND DEGREE CRUELTY TO CHILDREN
R/O responded to a report of a vehicle stopped in a travel lane in the 200 block of Massachusetts Avenue,
NW. R/O approached the vehicle and observed an individual in the driver’s seat with their eyes closed.
There were numerous bottles of alcohol observed throughout the vehicle, and a child was in the backseat
with no seatbelt or child’s seat. R/O also detected an odor of alcohol emitting from the vehicle. A
WALES/NCIC check of the Suspect returned no permit in District of Columbia, Maryland, or Virginia.
SFSTs were conducted and, due to numerous signs of impairment, the Suspect was placed under arrest
and transported to Headquarters for processing.

UNLAWFUL ENTRY – MISD

R/O observed an individual step over the “No Public Access” stanchions into a restricted area of the
Senate steps of the U.S. Capitol Building. R/O determined the Suspect was not allowed to be in the
restricted area, and gave multiple verbal commands to leave. When he refused to comply, the Suspect
was placed under arrest and transported to Headquarters for processing.

turn without utilizing its traffic signal, driving slower than the posted speed limit, and nearly striking the
curb. A traffic stop was conducted in the 200 block of E Street, NW. Upon approach, R/O noticed that
the Suspect had glassy and watery eyes. SFSTs were conducted and, due to numerous signs of
impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

R/O observed a vehicle with expired tags traveling westbound in the 100 block of Massachusetts Avenue,
NE. R/O conducted a traffic stop in the unit block of Columbus Circle, NE. A WALES/NCIC check
revealed the Suspect had a suspended license out of Maryland with no status in Virginia or the District of
Columbia. The Suspect was placed under arrest and transported to Headquarters for processing. While
being processed, R/O-2 discovered a white, powdery substance folded into a receipt in the Suspect’s
wallet. CSS responded and processed the scene. A field test of the substance yielded a positive result
for Cocaine.

CROWDING OBSTRUCTING INCOMMODING DC CODE 22-1307

R/O observed multiple Suspects chanting, standing in the roadway, and blocking the flow of traffic at the
intersection of First and East Capitol Streets. The Suspects were warned to cease and desist with their
unlawful demonstration activities, but they refused to do so. Seven Suspects were placed under arrest
and transported to Headquarters for processing.

TRAFFIC – PERMIT-OPERATING AFTER SUSPENSION

R/O observed a vehicle displaying an expired registration traveling eastbound in the unit block of
Columbus Circle, NE. R/O conducted a traffic stop at the same location. A WALES/NCIC check revealed
the Suspect’s license was revoked in the District of Columbia and Virginia, with no status in Maryland.
The Suspect was placed under arrest and transported to Headquarters for processing.

R/O observed a Suspect, matching the description for a lookout, in the 200 block of Pennsylvania Avenue,
SE. R/O conducted a stop in the same location. A WALES/NCIC check revealed the Suspect had an
outstanding bench warrant from D.C. Superior Court. After confirming the warrant with USCP
Communications, the Suspect was placed under arrest and transported to Headquarters for processing.

DEVICE; POSSESSION OF UNREGISTERED AMMO – MISD; RECKLESS DRIVING – MISD;
RECEIVING STOLEN PROPERTY $1000 OR MORE
R/O observed a vehicle traveling eastbound in the 100 block of Independence Avenue, SE, matching the
description of a reported stolen vehicle from an LPR alert. R/O confirmed the vehicle’s status through
USCP Communications, and attempted to initiate a traffic stop, when the Suspects fled at a high rate of
speed, heading eastbound in the 300 block of Pennsylvania Avenue, SE. R/O observed the vehicle commit
several traffic offenses while fleeing before proceeding through a stop sign at the intersection of Twelfth
Street and Independence Avenue, SE, and colliding with another vehicle. While attempting to extract
the two Suspects from the vehicle, R/O and the Assisting Officer observed a black pistol with an
extended clip within reach of the driver’s control. A WALES/NCIC check revealed the firearm was not
registered in the District of Columbia. Both Suspects were placed under arrest and transported to
Headquarters for processing. CSS responded and processed the scene, and recovered a 9mm firearm and
one large-capacity magazine containing eleven rounds of ammunition.

R/O observed a vehicle driving at a high rate of speed in the 400 block of South Capitol Street, with both
tires shredded. R/O activated his emergency equipment and attempted to conduct a traffic stop at the
same location. The Suspect failed to yield to R/O’s emergency equipment and verbal commands over the
loud speaker. The vehicle continued at a low rate of speed erratically shifting lanes. A traffic stop was
conducted in the 200 block of Washington Avenue, SW. The Suspect was asked if he consumed any
alcohol or drugs to which he responded in the affirmative. Due to numerous signs of impairment, the
Suspect was placed under arrest and transported to Headquarters for processing.

R/O responded to the report of a person, as being a missing person, walking on the highway from the
I-395/South Capitol Street split. R/O observed an individual walking in the 300 block of Washington
Avenue, SW, matching the broadcasted lookout. A stop was conducted in the 100 block of Independence
Avenue, SW, and a WALES/NCIC check revealed the Suspect had an outstanding extraditable warrant for

caution of “prohibited from possessing firearms in Michigan.” A subject stop was conducted in the 200

sight a pair of handcuffs and an empty pistol holster. R/O-3 arrived to assist and was given consent by

closed USCP barricade. A traffic stop was conducted at New Jersey Avenue and C Street, SE. While
speaking with the Suspect, R/O detected the odor of an alcoholic beverage emitting from the
Suspect’s breath, slurred speech, and impaired coordination. SFSTs were conducted and, due to
numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters

Suspect revealed no valid permit in the District of Columbia with no status in Maryland or Virginia.
R/O conducted a search of the Suspect and discovered a handgun in the Suspect’s waistband, and a
magazine was removed from the Suspect’s front pocket. A WALES/NCIC check of the recovered
firearm revealed the weapon was not registered in the District of Columbia. The Suspect was placed
under arrest and transported to Headquarters for processing. CSS responded and processed the scene.
During the search of the Suspect in processing, a black pouch containing multiple rocks was discovered
in the Suspect’s sock. A field test determined them to be Methamphetamine and Accentamine mixed
with OxyContin.

The Suspect was observed, by Witnesses, fleeing on foot from the vehicle. When R/O approached the vehicle, he observed no occupants inside and put out a flash lookout for the Suspect based on Witness descriptions. While conducting a preliminary investigation, R/O was approached by the Suspect who confessed to being the driver. CSS responded and processed the scene. During the search incident to arrest, a firearm with a large capacity, fully-loaded ammunition feeding device with 13 rounds, and one in the chamber, was recovered in the bushes on the west side entrance of 333 Constitution Avenue, NW.
