POSSESSION OF UNREGISTERED AMMUNITION	05/21/2025	11:02:00	250521001694	R/O was working a screening post and observed possible ammunition in a handbag on the x-ray screen at the North Carriage Door of the Library of Congress Jefferson Building. R/O conducted admin search of the individual’s bag and recovered a magazine containing 10 rounds of ammunition. CSS responded and processed the scene. CIS responded and interviewed the Suspect. The Suspect was placed under arrest and transported to Headquarters for processing.
CROWDING, OBSTRUCTING, OR INCOMMODING	05/21/2025	10:46:00	250521001693	R/Os responded to multiple individuals yelling inside and outside a committee hearing in the Rayburn House Office Building. All Suspects were advised to desist demonstration activity, but refused to do so. The Suspects were placed under arrest and transported to Headquarters for processing.
DRIVING UNDER INFLUENCE – 1ST OFFENSE + NO PERMIT POSSESSION OF OPEN CONTAINER OF ALCOHOL – VEHICLE LOANING REGISTRATION, MISUSE OF TEMPORARY TAGS	05/21/2025	19:05:00	250521001704	A/O observed vehicle at Washington Ave and Independence Ave SW with no registration stickers displayed. A traffic stop was conducted at 300 Independence Avenue SW. A check of the vehicles vin number returned as salvaged with no registration status in VA. A check of the Suspect revealed no driving status in DC, MD, or VA. The Suspect displayed glassy and red eyes. SFSTs were conducted and due to numerous signs of impairment the Suspect was placed under arrest and transported to HQ for processing. While conducting a vehicle inventory search, R/O discovered a plastic cup in the center console which smelled of an alcoholic beverage consistent with tequila.
CROWDING, OBSTRUCTING, OR INCOMMODING	05/21/2025	14:36:00	250521001697	R/O heard shouting inside a committee hearing in the Rayburn House Office Building. The Suspect was advised to desist demonstration activity, but failed to do so. The Suspect was placed under arrest and transported to Headquarters for processing.
LEAVING AFTER COLLIDING – PROPERTY DAMAGE	05/21/2025	22:57:00	250521001717	R/O responded to the intersection of Second Street and D Street NE for a report of a traffic accident. Once on the scene, the Complainant stated an unknown vehicle struck their vehicle’s passenger side causing minor damage and then fled the scene. A canvass for the vehicle and witnesses was negative. CIS was notified and will continue to investigate.
THEFT (THEFT OF MOTOR VEHICLE PARTS OR ACCESSORIES)	05/21/2025	6:30:00	250521001700	R/O responded to the 200 Block of South Capitol Street SE for a theft report. The Complainant stated they parked their vehicle at 0630 hours at the same location. When they returned at approximately 1500 hours, he noticed his license plate was missing. No further damage was reported. CID investigating.
CROWDING, OBSTRUCTING OR INCOMMODING	05/20/2025	14:33:00	250520001673	R/O responded to the Dirksen Senate Office Building for a report of an active demonstration. Upon arrival, R/O observed an individual yelling loudly, which caused a disruption within an ongoing committee hearing. The individual was given a warning to cease and desist their demonstration activity but refused to stop. The Suspect was placed under arrest and transported to Headquarters for processing
CONSPIRACY TO COMMIT CRIME + FRAUD 2ND DEGREE $1000 OR MORE	05/20/2025	16:20:00	250520001676	R/O responded to the Post Office in the Longworth House Office Building for a report of fraudulent activity. The Witness stated to the R/O two individuals attempted to fraudulently cash a check with false ID. Suspect 1, who was still inside of the Post Office, was immediately detained. While canvassing for Suspect 2, another Witness ID’ed Suspect 2 who was seated in a vehicle. Both Suspects arrested – processed at HQ. CIS notified.
CROWDING, OBSTRUCTING, OR INCOMMODING + RESISTING ARREST	05/20/2025	10:49:00	250520001665	R/Os observed three individuals shouting and yelling during a committee hearing in the Dirksen Senate Office Building. After several warnings, the individuals refused to stop their demonstration activity. While attempting to place the third Suspect under arrest, the Suspect became physically resistant by kicking their legs. The Suspects were placed under arrest and transported to Headquarters for processing.
TRAFFIC – DUI ALCOHOL OR DRUGS + RESISTING ARREST	05/20/2025	21:16:00	250520001684	R/O observed a vehicle traveling southbound in the 600 Block of Third Street NE with no headlights illuminated. A traffic stop was conducted in the 400 Block of Second Street NE. While speaking with the Suspect, R/O noticed the Suspect’s speech was delayed and appeared to be in a daze. SFSTs were administered. Due to numerous signs of impairment, R/O attempted to place the Suspect under arrest who resisted by pulling their arms away while being handcuffed. The Suspect was subsequently apprehended. An inventory search of the vehicle revealed marijuana and related paraphernalia. Suspect was transported to Headquarters for processing.

ARSON + DESTRUCTION OF PROPERTY $1000 OR MORE	05/19/2025	2:56:00	250519001645	R/O responded to the 400 Block of Second Street NE for a reported fire. R/O located a garbage bin on fire at Second and F Streets NE. Several other fires were also located in the surrounding area. Attempts to identify a Suspect were met with negative results. CSS responded and processed the scene. CIS investigating.
SIMPLE ASSAULT	05/19/2025	11:32:00	250519001648	R/O responded to the 200 Block of Massachusetts Avenue NE for the report of an assault in progress. Once on the scene, the Complainant stated the Suspect slapped them in the face. CSS responded and processed the scene. The Suspect was placed under arrest and transported to Headquarters for processing.
FUGITIVE FROM JUSTICE	05/19/2025	11:25:00	250519001647	R/O observed a subject smoking a cigarette emitting the odor of marijuana in the 500 Block of First Street NE. A stop was conducted at the same location. A WALES/NCIC check of the Suspect revealed an active extraditable warrant out of Camden County, New Jersey. Suspect arrest – Processed at HQ
THEFT FIRST DEGREE (STOLEN AUTO) + UNAUTHORIZED USE OF A VEHICLE (UUV) UNLAWFUL ENTRY OF A MOTOR VEHICLE DESTRUCTION OF PROPERTY LESS THAN $1000	05/18/2025	0:27:00	250517001640	R/O responded to the 400 Block of Second Street SW for a report of a vehicle broken into. The Complainant stated that their vehicle was parked at this location around 1515 hours, on 05/17/2025. The Complainant returned to their vehicle at 2245 hours and observed the damage. A canvass of the area for Suspects was met with negative results. CSS responded to process the scene. CIS notified and will investigate.
NO PERMIT	05/18/2025	17:24:00	250518001643	R/O observed a vehicle with an expired tag in the 700 Block of North Capitol Street NW. A traffic stop was conducted in the 600 Block of North Capitol Street NW. A WALES/NCIC check revealed the driver had a suspended Virginia operator’s permit and no permit status in the District of Columbia or Maryland. The Suspect arrested. Processed at HQ.
NO PERMIT	05/17/2025	19:45:00	250517001637	R/O observed a vehicle pass through a solid red traffic signal at the intersection of Second Street and Washington Avenue SW. A traffic stop was conducted in the 100 Block of Independence Avenue SW. A WALES/NCIC check of the Suspect revealed no driving status from the State of FL and no driving status in DC, VA, or MD. Suspect arrested – processed at HQ.
NO PERMIT	05/17/2025	0:27:00	250517001631	R/O observed a vehicle traveling in the 500 Block of North Capitol Street NE displaying an expired registration. R/O conducted a traffic stop in the 300 Block of H Street NE. A WALES/NCIC check of the Suspect revealed a suspended license out of Maryland with no valid status in the District of Columbia or Virginia. Suspect arrested – processed at HQ.
DRIVING UNDER INFLUENCE – 4TH OFFENSE + POSSESSION OF OPEN CONTAINER OF ALCOHOL -VEHICLE PERMIT REVOKED-OAR	05/16/2025	1:41:00	250516001618	R/O observed a vehicle positioned in two lanes while stopped at a green light at the intersection of Columbus Circle and First Street NE. Upon approach, R/O located the driver asleep at at the wheel. A traffic stop was initiated at the same location. While speaking with the Suspect, R/O detected a faint odor of alcohol emanating from the Suspect’s breath. Additionally, the Suspect exhibited slurred speech and responded slowly to questions. A WALES/NCIC check revealed the Suspect’s permit was revoked in DC, MD, and VA. SFSTs conducted – due to numerous signs of impairment, Suspect arrested – processed at HQ. Open container of alcoholic beverage found under the passenger seat.
FUGITIVE FROM JUSTICE	05/16/2025	13:23:00	250516001629	R/O responded to the 200 Block of Second Street NE for a report of an individual swimming in a fountain. Upon arrival, R/O observed the Suspect with wet hair and putting on his jeans. A subject stop was conducted at that location. A WALES/NCIC check of the Suspect revelated an active bench warrant out of DC. The Suspect was arrested – processed at HQ
LEAVING AFTER COLLIDING – PROPERTY DAMAGE	05/15/2025	22:00:00	250515001617	R/O responded to the 200 Block of Independence Avenue SW for a traffic accident report. The crash investigation revealed suspect’s vehicle was towing a trailer when it made a turn and struck a traffic control device causing damage. Suspect vehicle continued onto I-695 ramp and fled the scene. Canvass of area was negative. CSS responded and processed the scene. CIS investigating.

The Complainant stated they parked their vehicle at 1248 Pennsylvania Avenue SE and went inside the establishment located at that address. Upon the Complainant’s return moments later, the vehicle was missing. A canvass of the area met with negative results. CIS was notified and will continue to investigate.
NO PERMIT	01/22/2025	17:23:00	250122000203	R/O observed a vehicle with a expired tag in the 600 Block of North Capitol Street. A WALES/NCIC check confirmed the tag was expired and a traffic stop was conducted on the vehicle in the 400 Block of New Jersey Avenue NW. A WALES/NCIC check on the driver returned with a suspended license in Virginia with no status in Maryland or the District Of Columbia. The Suspect was arrested and transported to Headquarters for processing.
CARRY PISTOL W/O LIC – FELONY + RESISTING ARREST POSS OF UNREG AMMUNITION, POSS OF UNREG FIREARM, UNLAWFUL ACTIVITIES	01/21/2025	14:42:00	250121000186	R/O received a lookout from USCP Communications for an armed suicidal individual driving a gray vehicle bearing Massachusetts tags. R/O observed an unoccupied vehicle matching the description on the 100 Block of East Capitol Street. A MPD Firearm Detection K9 sweep resulted in a positive hit, indicating firearm parts were present in the vehicle. A subject matching the lookout was observed walking back to the vehicle and stopped. The Suspect then attempted to put his hands in his pockets and was restrained by multiple officers on scene. The Suspect resisted officers by locking his arms to his sides and was then placed in handcuffs. A firearm was recovered in a holster in the Suspect’s front waistline with a magazine containing eight (8) rounds of 9mm ammunition. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. CIS contacted the District of Columbia Gun Registration Unit, which revealed the Suspect did not possess a license to carry a firearm, or ammunition, in the District of Columbia.
POSSESSION OF A PROHIBITED WEAPON	01/20/2025	8:00:00	250120000169	R/O observed the Suspect enter the Library of Congress Jefferson Building carriage entrance and place a bag through the x-ray machine. During the screening process, a knife resembling a sword appeared visible on the screen. CSS responded to process the scene and recovered the weapon from the bag. The Suspect was placed under arrest and transported to Headquarters for processing.
UNAUTHORIZED USE OF VEHICLE – FELONY + DRIVING UNDER INFLUENCE- 1ST OFFENSE THEFT I (STOLEN AUTO) UNLAWFUL ENTRY	01/19/2025	2:13:00	250119000160	R/O responded to Constitution and Louisiana Avenues NW for a report of a vehicle blocking the intersection. R/O approached the Suspect and observed the Suspect with slurred speech. The Suspect also admitted to consuming marijuana. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest. While conducting further investigation, the Metropolitan Police Department broadcasted a lookout for a stolen vehicle, which was the same vehicle the Suspect was operating. The Owner of the vehicle (Complainant) stated that they did not give the Suspect permission to operate their vehicle. The Suspect was transported to Headquarters for processing.
UNAUTHORIZED USE OF A VEHICLE + DRIVING UNDER INFLUENCE – 1ST OFF THEFT FIRST DEGREE (STOLEN AUTO) UNLAWFUL ENTRY OF A MOTOR VEHICLE	01/19/2025	1:00:00	250119000160	R/O responded to the intersection of Constitution and Louisiana Avenues NW for a report of an intoxicated driver. Additionally, the Suspect admitted to R/Os on scene that the vehicle did not belong to them. Metropolitan Police Department were investigating a stolen vehicle out of 50 Massachusetts Avenue NE (Union Station) matching the description of the Suspect vehicle. SFST’s were conducted and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. During a subsequent search of the vehicle, the officers confiscated a glass pipe containing steel wool and white residue as well as a small pipe containing ash.
LEAVING AFTER COLLIDING – PROPERTY DAMAGE	01/19/2025	16:11:00	250119000167	R/O responded to the 300 Block of First Street SE for the report of a traffic accident. The Complainant stated that, while in the 1000 Block of South Capitol Street SW, a vehicle struck their vehicle and fled the scene. CSS responded to the scene. CIS was notified and will continue to investigate.
CARRYING A PISTOL W/O LIC – FELONY + RESISTING ARREST POSSESSION OF UNREGISTERED AMMUNITION POSSESTION OF UNREGISTERED FIREARM UNLAWFUL ACTIVITIES	01/19/2025	12:15:00	250119000159	R/O and A/O responded to the intersection of First Street and Louisiana Avenue NW for the report of a traffic accident. Once on the scene, R/O observed that the Suspect struck a fence barrier at that same location. While speaking with the Suspect, R/O smelled a strong odor of an alcoholic beverage emanating from the Suspect’s breath. SFSTs were conducted and due to numerous signs of impairment, the Suspect was placed under arrest. The Suspect admitted to having a firearm in the vehicle. CSS responded to the scene and conducted an inventory search of the vehicle. During the search, a firearm and two magazines loaded with seven (7) and six (6) rounds of .45 caliber ammunition were found. CIS contacted the District of Columbia Gun Registration Unit, which revealed the Suspect did not possess a license to carry a firearm, or ammunition, in the District of Columbia. The Suspect was transported to Headquarters for processing.
DRIVING UNDER INFLUENCE – 1ST OFF	01/18/2025	19:24:00	250118000157	R/O observed a vehicle traveling eastbound in the 100 Block of Constitution Avenue NW that failed to stop at a red light. The vehicle continued to travel northbound in the Unit Block of Louisiana Avenue NW, where it failed to maintain its lane. A traffic stop was conducted in the 400 Block of North Capitol Street NE. Upon approach, R/O observed that the suspect’s face was flushed and eyes were red. R/O detected a strong odor of an alcoholic beverage emanating from the Suspect. SFSTs were conducted, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
DUI-4TH OFFENSE + NO PERMIT	01/18/2025	0:17:00	250117000152	R/O observed a vehicle make an illegal right turn at a red light in the Unit Block of Massachusetts Avenue NE. A traffic stop was conducted in the 800 Block of North Capitol Street. Upon approach, R/O detected a strong odor of alcohol emanating from the Suspect’s breath and vehicle. A WALES/NCIC revealed that the Suspect’s license was suspended in Virginia with no permit status in the District of Columbia or Maryland. SFSTs were conducted by A/O. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

The Suspects were yelling and disrupting the committee. The Suspects were given warnings to cease and desist their demonstration activities, but failed to stop. Suspects arrested. Processed at HQ.
FORCIBLY ASSAULT/RESIST/IMPEDE/INTIMIDATE PERSON ENGAGED OFFICAL DUTY (SIMPLE ASSAULT)	12/10/2024	19:42:00	241210003153	R/O responded to the Rayburn House Office Building for the report of an assault on a Member of Congress. The Complainant stated the Suspect used two hands to violently shake their hand and then left the scene. A lookout was broadcast for the Suspect. TAS and CIS responded. Suspect returned and was identified as the individual whom committed the offense. Suspect arrested. Processed at HQ.
CROWDING, OBSTRUCTING, OR INCOMMODING	12/10/2024	16:22:00	241210003148	R/O responded to the intersection of First Street and Constitution Avenue NE for a report of a demonstration. Suspects were blocking the street, chanting and holding signs. Suspects were given warnings to cease and desist their demonstration activities, but failed to stop. Suspects arrested. Processed at HQ.
NO PERMIT	12/10/2024	22:03:00	241210003155	R/O observed a vehicle traveling in the 400 Block of North Capitol Street NW bearing an expired North Carolina temp tag. A traffic stop was conducted in the 100 Block of Constitution Avenue NW. A WALES/NCIC check of the Suspect revealed a suspended permit in North Carolina and no valid permit status in DC, MD, or VA. Suspect arrested. Processed at HQ.
NO PERMIT	12/10/2024	17:40:00	241210003150	R/O observed a vehicle traveling in the 600 Block of North Capitol Street NW with an expired tag. A traffic stop was conducted in the 500 Block of North Capitol Street NW. A WALES/NCIC check of the Suspect revealed a suspended license in MD and no status in DC or VA. Suspect arrested. POSS PROHIBITED WEAPON	12/09/2024	11:58:00	241209003137	R/O observed Suspect yelling at passing vehicles along the Unit Block of Louisiana Avenue NW. R/O made contact with the Suspect in the Unit Block of Louisiana Avenue NW. A WALES/NCIC Check revealed the Suspect was on probation with violent tendencies. R/O asked the Suspect if he had any weapons, and he produced a switchblade from his pocket. Suspect arrested. Processed at HQ. CSS processed the scene. CIS investigating.
NO PERMIT + FAIL TO EXHIBIT RESISTING ARREST, FAILURE TO OBEY OFFICER	12/08/2024	8:53:00	241208003134	R/O observed a vehicle with no front tag displayed traveling in the 100 Block of Constitution Avenue NE. A traffic stop was conducted in the 300 Block of Constitution Avenue NW. Suspect refused to provide a physical license to R/O during the stop. A WALES/NCIC check revealed the Suspect had a suspended MD with no valid status in DC or VA. R/O ordered Suspect to exit the vehicle and Suspect refused. Suspect continued to physically resist R/O’s commands to exit the vehicle. Suspect was removed from vehicle and arrested. Suspect was transported to Headquarters for processing.
DRIVING UNDER THE INFLUENCE – 1ST OFFENSE	12/08/2024	1:57:00	241208003133	R/O observed a vehicle traveling at a high rate of speed in the 200 Block of H Street NE. A traffic stop was conducted in the 300 Block of H Street NE. While on the stop, R/O observed the Suspect’s eyes were bloodshot and watery. SFSTs were conducted. Due to multiple signs of impairment, Suspect arrested. Processed at HQ.
DUI – 1ST OFF + NO PERMIT	12/08/2024	21:54:00	241208003136	R/O observed a vehicle traveling eastbound in the Unit Block of Columbus Circle NE with no lights. A traffic stop was conducted in the 400 Block of First Street NE. While speaking with the Suspect, R/O smelled an odor consistent with burning marijuana coming from inside the vehicle. A WALES/NCIC check revealed the Suspect had no valid license in DC, MD, oe VA. SFSTs were conducted. Due to numerous signs of impairment, Suspect was arrested. Processed at HQ.

ROWDING OBSTRUCTING INCOMMODING DC CODE 22-1307 09/27/2023 10:30am 230927002242 R/O-1 and A/O responded to the third floor of the Rayburn House Office Building for the report of a demonstration in a prohibited area. Upon arrival, the R/Os found multiple Suspects chanting, yelling, and blocking the hallway. The Suspects were given multiple warnings to cease and desist their demonstration activity but refused to do so. Fourteen Suspects were placed under arrest and transported to Headquarters for processing.
DESTRUCTION OF PROPERTY – UNDER $1000 – MISD 09/26/2023 10:20am 230926002229 R/O responded to the 500 Block of South Capitol Street SW for the report of a vehicle break in. Upon arrival, the Complainant advised R/O, they parked their vehicle with no damage and when they returned to the vehicle, the right rear passenger window of the vehicle was broken. R/O conducted a search of the area which was met with negative results. A/O responded and processed the scene. S/A was notified and will continue to investigate.
FLEEING FROM A POLICE OFF-FELONY DC50-2201.05b(b)2 09/25/2023 8:22pm 230925002218 R/O while on patrol received an LPR alert on a stolen vehicle in the 800 Block of South Capitol Street SW. R/O observed the vehicle matching that description at the intersection of South Capitol Street and Potomac Avenue. A WALES/NCIC check was conducted in which confirmed the vehicle was stolen. A traffic stop was initiated in the same location. While R/O attempted to approach the vehicle, the Suspect fled southbound on Suitland Parkway. A canvas of the area was met with negative results.
UUV – FELONY. ADDITIONAL CHARGES: RECEIVING STOLEN PROPERY – $1000 OR MORE -FELONY TRAFFIC – PERMIT- NO VALID TRAFFIC – MISUSE OF TAGS. 09/24/2023 8:05pm 230924002213 R/O observed a vehicle operating without headlights in the 500 Block of North Capitol Street NW. A WALES/NCIC check revealed the tags belonged to a different vehicle. A traffic stop was conducted in the Unit Block of E Street NW. R/O conducted a VIN check through USCP Communications which came back stolen out of Prince George’s County, Maryland. A WALES/NCIC check of the Suspect revealed no valid permit in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. A/O responded and processed the scene. S/A was notified and will continue to investigate.
TRAFFIC – DUI ALCOHOL OR DRUGS 09/23/2023 6:50pm 230923002212 R/O observed a vehicle traveling at a moderately high rate of speed in the area of North Capitol Street and Louisiana Avenue NW. R/O observed a possible dispute between the occupants of the vehicle. A traffic stop was conducted in the 300 Block of First Street NW. While speaking to the driver, R/O observed the driver’s eyes were glassy and watery, and detected a moderately strong odor of an alcoholic beverage emitting from inside the vehicle. SFSTs were conducted and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
THEFT II-FROM OFFICE 09/22/2023 6:00am 230922002201 R/O responded to the Detail Office of the U.S. Capitol Building for a report of a theft. The Complainant stated to R/O, an unknown Suspect stole their work phone, iPhone, and charger from their desk. The Complainant last saw the items three months ago before leaving work. When the Complainant returned to work on September 18, 2023, they realized the items were missing. S/A was notified and will continue to investigate.
FUGITIVE FROM JUSTICE 09/21/2023 7:48am 230921002186 R/O responded to the Rayburn House Office Building for a call of an unwanted guest. R/O located the Suspect outside of the Rayburn House Office Building. A WALES/NCIC check revealed a confirmed warrant out of Fairfax County, VA. A traffic stop was conducted in the 300 Block of D Street NE. While speaking with the Suspect, R/O observed signs of impairment and detected an odor of an alcoholic beverage emitting from the vehicle. SFST’s were conducted, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

A WALES/NCIC of the Suspect revealed a suspended operators permit in Maryland, with no status in the District of Columbia or Virginia. While being placed under arrest, the Suspect clenched his fist and straightened his arms. R/O attempted to twist the Suspect’s arm behind his back, however, he pulled both hands into his chest area while yelling. Once calm, the Suspect was placed under arrest and transported to Headquarters for processing.

The Complainants advised R/O that they had parked their vehicle at approximately 0930 hours on August 6, 2023. Upon returning at approximately 1120 hours on the same date, they discovered their rear passenger window shattered and their bicycle missing. A search of the area was met with negative results. R/O conducted a welfare check of two individuals outside of the vehicle. While speaking with the Suspect, R/O observed the Suspect had, glassy, watery eyes and impaired coordination. The Suspect admitted to driving the vehicle. SFST’s were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

The Suspect was avoiding eye contact with R/O and appeared to be flush in the face. SFST’s were conducted and due to numerous signs of impairment the Suspect was placed under arrest and transported to Headquarters for processing.

A WALES/NCIC check of the vehicle confirmed it was stolen out of South Carolina. A WALES/NCIC check of the Suspect’s license revealed it was expired out of West Virginia with no valid status in the District of Columbia, Maryland, or Virginia. ADDITIONAL CHARGES: TRAFFIC – RECKLESS DRIVING FAILURE TO OBEY POLICE OFFICER 07/30/2023 6:25pm 230730001787 R/O observed a vehicle driving 20 miles per hour over the posted speed limit and drifting across multiple lanes of traffic while travelling through the 300 Block of Washington Avenue SW. A traffic stop was conducted at the same location. Upon approaching the vehicle, R/O smelled the scent of an alcoholic beverage emitting from the driver’s breath. The Suspect refused to participate in any SFSTs, but due to multiple signs of impairment, the individual was placed under arrest and taken to Headquarters for processing. As A/O attempted to inventory the vehicle prior to impounding it, a passenger who was riding in the vehicle at the time of the traffic stop remotely locked the doors using the vehicle’s key fob to prevent law enforcement personnel from gaining access. Despite repeated requests to hand over the key fob, the Suspect refused to comply. The Suspect was then placed under arrest and taken to Headquarters for processing.

Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, A/O-1 located a firearm within a bag placed on the passenger seat. A/O-2 responded to process the scene. Further examination revealed the firearm had ammunition loaded into its magazine. A WALES/NCIC check revealed the firearm was not registered in the District of Columbia. S/A was notified and will continue to investigate.

The Complainant stated they parked at that location on Friday, July 21, 2023, and returned on Sunday, July 23, 2023, to discover the vehicle was no longer there. When the Complainants refused to give up their scooter, the Suspects displayed a handgun and then physically assaulted them. The Suspects fled the area and did not obtain possession of the scooter. A WALES/NCIC check of the Suspect revealed no valid permit status in the District of Columbia, Maryland, or Virginia. FUGITIVE FROM JUSTICE 06/28/2023 3:44pm 230628001518 R/O responded to the 200 Block of Massachusetts Avenue NE for a report of an individual making threats. After a BOLO was broadcasted for the Suspect, A/O observed an individual matching that description board a bus in the intersection of Massachusetts Avenue and Second Street NE. R/O conducted a traffic stop on the bus in the 200 Block of Massachusetts Avenue NE. R/O and A/O-2 boarded the bus and made contact with the individual who matched the description. A WALES/NCIC check of the Suspect revealed an active warrant out of Arlington County, Virginia. USCP Communications confirmed the warrant was extraditable. The Suspect was placed under arrest and transported to Headquarters for processing.

ADDITIONAL CHARGE: FAILURE TO APPEAR. 06/27/2023 8:47am 230627001497 R/O observed a vehicle occupied by three individuals, bearing an expired Virginia paper tag at the intersection of Fifth and G Streets NE. R/O conducted a WALES/NCIC check, which revealed the vehicle to be stolen out of Maryland and attempted to conduct a traffic stop. The vehicle fled at a high rate of speed on Second Street NE and was later discovered abandoned at the intersection of Fourth and E Streets SE. A canvass of the area led to the rear seat passenger being detained. A WALES/NCIC check of the Suspect revealed an active warrant issued through the Superior Court of the District of Columbia. The Suspect was placed under arrest and transported to Headquarters for processing. A/O and S/A were notified, responded, and processed the scene.

The Complainant reported they left their scooter parked and secured to a bicycle rack at the North East corner of the building. ADDITIONAL CHARGES: UNREG FIREARM – MISD UNREG AMMO – MISD POSSESSION OF A LARGE CAPACITY FEEDING DEVICE. 06/26/2023 10:12am 230626001487 R/O was at the North Screening Entrance of the U.S. Capitol Visitor Center when an individual entered and placed their bag through the x-ray machine. R/O immediately identified what appeared to be a firearm on the x-ray screen and stopped the screening process. R/O identified the owner of the bag and detained the Suspect. A/O responded, processed the scene, and recovered a firearm with a large capacity magazine with ammunition. The Suspect advised that they did not have a permit to carry in the District of Columbia. A WALES/NCIC check of the vehicle’s tag came back as not on file. A traffic stop was conducted in the 100 Block of D Street NW. A WALES/NCIC check of the Suspect’s driver’s license revealed it was expired through the District of Columbia with no valid status through Maryland or Virginia. Further investigation of the vehicle’s tags revealed it had been altered. R/O instructed the Suspect to shut the car off. The Suspect placed the vehicle in drive and ignored R/O’s commands to stop. The vehicle was last seen traveling southbound in the I395 Third Street Tunnel. CIS was notified for further investigation.

A traffic stop was conducted at the intersection of Louisiana and Constitution Avenues NW. A WALES/NCIC check revealed the Suspect did not possess a valid permit through the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.

Once on the scene, R/O spoke with the Complainant who stated an unknown Suspect cut off branches to two trees in the outer garden. A search for the Suspect was met with negative results. Upon arrival, R/O met with the Complainant who stated the Suspect damaged the tire of his vehicle with a knife and made a threatening motion toward him while holding the knife. THEFT I-FROM OFFICE 06/16/2023 7:30am 230616001412 R/O was at a House Office Building when the Complainant reported an unknown Suspect removed a pedestal desk from a garage. The desk was last seen on June 14, 2023. A search for the Suspect was met with negative results. CIS was notified and will continue to investigate.
DESTRUCTION OF PROPERTY – UNDER $1000 – MISD 06/15/2023 4:25pm 230615001408 R/O responded to the 600 Block of South Capitol Street for the report of a vehicle with two broken windows. Upon arrival, the Complainant stated they parked on the lot earlier in the day, with no damage to their vehicle. When the Complainant returned to their vehicle, the two passenger side windows were shattered. CIS was notified and will continue to investigate.

R/O-1 and R/O-2 conducted an inventory search of the vehicle, and in the glove box, discovered a high capacity ammunition feeding device loaded with live rounds of ammunition. A WALES/NCIC check of the vehicle revealed the registered owner was Armed and Dangerous with an active warrant out of Prince Georges County, Maryland. A traffic stop was conducted in the 200 Block of D Street NE. A WALES/NCIC check of the Suspect confirmed the active warrant held by the Prince Georges County Sheriffs Office. Upon further investigation, the Suspect was on his way to pick up his wife, in violation of an active protection order. An inventory search of the vehicle revealed an open container of alcohol in the center console. The Suspect failed to provide a valid driver’s license for the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene.
SIMPLE ASSAULT DC CODE 22-404 + ADDITIONAL CHARGE: POSSESSION OF A CONTROLLED SUBSTANCE 06/11/2023 9:35pm 230611001349 R/O responded to First Street and Constitution Avenue NW for a report of an assault. While on scene, the Complainant stated that he was walking near First and C Streets NW, where he was chased, physically held down and assaulted on the ground. The Complainant positively identified the Suspect who was speaking with the officer at the USCP checkpoint. During an incident search to arrest, R/O found a small clear container, containing a white powdery substance in the Suspects right front pocket. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded to prisoner processing to recover the small clear container.
TRAFFIC – DUI ALCOHOL OR DRUGS + ADDITIONAL CHARGES: TRAFFIC – PERMIT – NO VALID CRUELTY TO CHILDREN – MISD CRUELTY TO CHILDREN – MISD POSS OPEN CONTAINER OF ALCOHOL – POCA POSS OPEN CONTAINER OF ALCOHOL – POCA 06/11/2023 9:04pm 230611001348 R/O responded to the 100 Block of Constitution Avenue NE for a report of a vehicle with both the driver and the passenger unresponsive. Upon arrival, R/O observed a small child in the backseat of the vehicle along with both Suspects seated in the front of the vehicle. While speaking with R/O, the driver, who will be referred to as Suspect 1, was slow to respond and admitted to drinking alcohol prior to the stop. SFSTs were conducted, on Suspect 1, which resulted in multiple signs of impairment. A WALES/NCIC check revealed that Suspect 1 had no valid permit through the District of Columbia, Maryland, or Virginia. A/O-1 observed Suspect 2 in the front passenger seat incoherent, with slurred speech and bloodshot red eyes. A/O-2 detected a strong odor of an alcoholic beverage emitting from Suspect 2 breath. Both Suspects were found to be engaging in conduct that caused grave risk to the child in the vehicle. Both Suspects were placed under arrest and transported to Headquarters for processing. An inventory search of the vehicle revealed two cups of alcoholic beverage inside the front cupholders of the vehicle. CIS was notified for further investigation.
CARRYING A PISTOL W/O A LICENSE (CPWL) 06/10/2023 2:35pm 230610001346 R/O observed a vehicle make an illegal left turn in the 200 Block of Constitution Avenue NW. R/O conducted a traffic stop in the 100 Block of Constitution Avenue NW. Upon approach, R/O observed a rifle magazine in plain view on top of the rear driver’s side seat. R/O conducted a preliminary investigation, which revealed the Suspect had a Glock handgun loaded with 14 rounds of ammunition on the floor of the driver’s seat. CIS and CSS responded to process the scene. An inquiry from the MPD Gun Registration Unit revealed the Suspect did not have a license to carry, nor was the weapon registered in the District of Columbia. The Suspect was placed under arrest and transported to Headquarters for processing. An inventory search of the vehicle revealed two additional loaded handgun magazines containing 15 rounds of ammunition each, and a clear zip-lock bag containing 45 rounds of loose ammunition.

R/O conducted a traffic stop in the 100 Block of D Street NW. Upon approach R\O spoke with the Suspect and due to the suspicion of impairment SFSTs were conducted. Due to the numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.
BENCH WARRANT-MISDEMEANOR + ADDITIONAL CHARGES: TRAFFIC – DUI ALCOHOL OR DRUGS 06/09/2023 1:16pm 230609001339 R/O responded to the intersection of First Street and Constitution Avenue NW for the report of a person laying in the middle of the road. Upon arrival R/O observed the Suspect laying on the ground and conducted a WALES/NCIC check which revealed the Suspect had a warrant which USCP Communications confirmed was active. The Suspect was placed under arrest and transported to Headquarters for processing. While in processing R/O observed signs of impairment. SFSTs were administered and due to the numerous signs an additional charge was added.

While on the scene, R/O made contact with the Complainant who stated they parked their vehicle on the lot on June 6, 2023 at 0700 hours. When the Complainant returned to his vehicle, the back passenger window was shattered and the steering column was destroyed in an apparent attempt to steal the vehicle. The person in the driver’s seat was slow to respond, and a strong odor of an alcoholic beverage was emitted from the individuals breath. SFSTs were conducted and numerous signs of impairment were observed. Additionally, a WALES/NCIC check of the Suspect revealed the individual had no permit status in the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.

The Suspect was placed under arrest and taken to Headquarters for processing. While inventorying the vehicle, R/O located a knife in the center console of the vehicle. CSS responded to the scene and processed the knife.
FLEEING FROM POLICE OFF – MISD DC50-2201.05b(b)(1) 05/28/2023 12:13am 230528001205 R/O observed a vehicle pass through solid red lights located at North Capitol Street and Massachusetts Avenue NE, Second Street and Massachusetts Avenue NE, and near the 200 Block of Fourth Street SE. R/O subsequently initiated a traffic stop in the 200 Block of Fourth Street NE. Upon approach, R/O detected a moderately strong odor of an alcoholic beverage emanating from the vehicle. As R/O explained the reason for the stop, the Suspect placed the vehicle in drive and fled the scene at a high rate of speed. CIS was advised of the incident and will continue to investigate.

While conducting inventory search of the vehicle, R/O discovered a silver flask filled with a clear liquid that smelled of alcohol and appeared to be tequila.

Upon approach, the driver of the vehicle was observed pouring an unknown liquid out of a red cup onto the passenger’s side floor of the vehicle. A strong odor of an alcoholic beverage was emanating from the cup and the vehicle. SFSTs were conducted. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

R/O observed the driver of the vehicle speaking in a slow, slurred manner and a moderate odor of an alcoholic beverage was emanating from the individual’s breath. SFSTs were conducted. Due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

R/O attempted a traffic stop in the Unit Block of E Street NW, but the Suspect fled at a high rate of speed into oncoming traffic and through several solid red lights. CIS was advised of the incident and will continue to investigate.

A WALES/NCIC check confirmed the vehicle was stolen out of Fairfax County Virginia. CSS was notified and en route to the scene. While waiting for Crime Scene Search (CSS) to respond, R/O observed three Suspects get into the vehicle and drive off. R/O gave loud commands to attempt to stop the vehicle. The vehicle was last seen fleeing east in the 400 Block of Penn Street NE.

R/O conducted a WALES/NCIC check of the tag that came back to a different vehicle. The Suspect vehicle continued to travel eastbound on Independence Avenue SW with noticeable speed over the posted speed limit and multiple traffic violations. R/O conducted a traffic stop in the 200 Block of Pennsylvania Avenue SE. R/O detected a strong odor of marijuana and also observed a marijuana cigarette in the center console. While speaking with R/O, the Suspect admitted to having smoked marijuana earlier in the morning before driving. A/O observed a firearm in the Suspect’s rear passenger seat. The Suspect presented the R/O with a copy of his conceal carry permit through the District of Columbia. S/A confirmed with the MPD Gun Registration Unit that the Suspect’s permit was valid. R/O noticed the individual had glassy, bloodshot eyes. SFST’s were conducted, and due to multiple signs of impairment the Suspect was placed under arrest, and transported to Headquarters for processing. CSS responded to process the vehicle. Additionally, during inventory of the vehicle CSS located multiple scales, an empty box of 9mm ammunition, loose .40 caliber rounds, multiple bags containing marijuana residue, Oxycodone pills and another 9mm magazine.
THEFT II-FROM OFFICE 05/23/2023 4:00pm 230524001163 R/O responded to the a House Office Building for theft report. Upon arrival, the Complainant reported to R/O, an unknown Suspect removed twenty travel mugs and toys from a room without permission. The items were last seen on 05/23/2023 approximately 2000 hours. S/A was notified and will continue to investigate.
THREATS TO DO BODILY HARM-MISD + ADDITIONAL CHARGES: ASSAULT ON A POLICE OFFICER SEX ABUSE RESISTING ARREST THREATS TO KIDNAP/INJURE A PERSON 05/23/2023 6:33am 230523001154 R/O heard an individual screaming, and responded to the Unit Block of Independence Avenue SW. Upon arrival, the Complainant advised she was walking with an infant when the Suspect, while riding a bicycle, touched her inappropriately and made threatening statements. The Complainant pointed the Suspect out to the R/O as the Suspect rode his bicycle in the 100 Block of Independence Avenue SW. After broadcasting a lookout for the Suspect, A/O1 and A/O2 observed a person who matched the description in the 100 Block of Third Street SW, and attempted to conduct a stop. The Suspect continued to ride his bicycle to avoid the Officers and subsequently collided with A/O1’s motorcycle. As A/O1 attempted to take the Suspect into custody, he resisted arrest and refused to follow commands. S/A transported the Complainant to the scene, and following a show up, the Complainant positively identified the Suspect. The Suspect was then placed under arrest and transported to Headquarters for processing. During transport, the Suspect became more agitated and threatened to physically harm the A/Os. CIS assisted further in processing the Suspect.

A WALES/NCIC check of the Suspect revealed no valid permit status in the District of Columbia, Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene.

The Suspect fled and collided with the jersey barrier and another vehicle on the exit ramp. The Suspect then fled on foot on 11th Street SE where Assisting Officers apprehended multiple Suspects. Near the apprehension location, witnesses notified the R/O of a firearm they observed the Suspect discarded while fleeing. R/O located a .40 caliber pistol with a high capacity feeding device loaded with 19 rounds of ammunition. The Suspect was placed under arrest and transported to Headquarters for processing. R/O advised the Suspect multiple times that sleeping was not allowed from dusk to dawn. The Suspect did not comply with R/O directions. The Suspect then became physically combative with A/O. R/O and A/O were able to gain control, and placed the Suspect under arrest. The Suspect was transported to Headquarters for processing.

A/O-1 arrived on scene and located the Complainant at the Intersection of Delaware Avenue and D Street NE. The Complainant reported that while walking eastbound in the Unit Block of D Street NW the Suspect punched them in the back of the head. A lookout was given by USCP Communications. A/O-2 observed an individual matching the lookout at the Intersection of Louisiana Avenue and D Street NW. A show up was conducted with the Complainant who confirmed the identity of the Suspect. A WALES/NCIC check revealed the Suspect had an active bench warrant issued by the District of Columbia Superior Court. The Suspect was placed under arrest and transported to Headquarters for processing. CSS responded and processed the scene. S/O was notified and will continue to investigate.

The Complainant stated they left their backpack inside the Montpelier room overnight. When the Complainant returned the next morning the bag was gone. A search of the area for the backpack was met with negative results. S/A was notified and will continue to investigate.

R/O observed an image of what appeared to be a gun from that same bag. R/O conducted a physical inspection of the bag and observed a firearm inside along with a ten round capacity magazine loaded with 4 rounds. An inquiry through the MPD – Gun Registration Unit revealed the Suspect did not possess a license to carry a concealed firearm in the District of Columbia. The Suspect was placed under arrest and transported to Headquarters for processing. CSS-1 and CSS-2 responded and processed the scene. S/A responded and continued the investigation.

The Suspect was placed under arrest and transported to Headquarters for processing.

ADDITIONAL CHARGE: POSS OF OPEN CONTAINER OF ALCOHOL-VEHICLE. 04/06/2023 7:59am 230406000699 R/O observed a vehicle sit through multiple light cycles in the 300 Block of Massachusetts Avenue NE. R/O conducted a traffic stop in the same location, and upon approach observed the Suspect slumped over and unresponsive. After gaining the Suspect’s attention, R/O detected a faint smell of an alcoholic beverage emitting from the Suspect’s breath. SFSTs were conducted, and due to numerous signs of impairment the Suspect was placed under arrest. During an inventory search of the vehicle, an open container of alcohol was located. The Suspect was transported to Headquarters for processing.
THEFT II 04/04/2023 11:53pm 230404000679 R/O responded to the 100 Block of F Street NE for the report of a theft. Upon arrival, the Complainant informed R/O that a tool kit containing tools and equipment valued at approximately $800.00 was discovered missing from the panel utility door of their work vehicle. The items were last seen earlier in the night. A search of the area was met with negative results. S/A was notified and will continue to investigate.

The Suspect was placed under arrest and transported to Headquarters for processing.

ADDITIONAL CHARGE: TRAFFIC – PERMIT-NO VALID. 04/03/2023 8:50am 230403000672 R/O responded to the 300 Block of Pennsylvania Avenue NW to assist with a traffic accident. A WALES/NCIC check of the Suspect, who was driving a vehicle involved in the accident, revealed the individual had no valid operator’s permit issued through the District of Columbia, Maryland, or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing. During processing, the Suspect admitted to being under the influence of methadone to A/O-1. A/O-2 conducted SFSTs, and due to numerous signs of impairment, the Suspect incurred an additional charge.
POSS MARIJUANA- FEDERAL 22-844A 04/03/2023 7:08am 230403000670 R/O was conducting routine security screening at the Lower Independence Avenue Door of a House Office Building when the Suspect set off an audible alarm while walking through the magnetometer. R/O conducted an administrative search of the Suspect and located a clear, plastic vial containing two marijuana cigarettes. A/O responded to process the scene. A further search of the Suspect’s belongings revealed a clear plastic bag containing additional marijuana. The Suspect was placed under arrest and transported to Headquarters for processing. S/A was notified and will continue to investigate.
TRAFFIC – DUI ALCOHOL OR DRUGS. ADDITIONAL CHARGE: POSSESSION OF AN OPEN CONTAINER OF ALCOHOL 04/02/2023 6:21pm 230402000665 R/O observed a vehicle commit a moving violation in the 300 Block of Washington Avenue SW. A traffic stop was conducted in the 400 Block of Washington Avenue SW. While speaking with the Suspect, R/O observed the Suspect’s eyes were watery and glassy. SFSTs were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. While conducting an inventory search of the vehicle, R/O discovered a cup filled a quarter of the way with what appeared to be an alcoholic beverage.
FLEEING FROM A POLICE OFF-FELONY DC50-2201.05b(b)2. ADDITIONAL CHARGES: FUGITIVE FROM JUSTICE TRAFFIC -DUI ALCOHOL OR DRUGS. 04/01/2023 8:43pm 230401000658 R/O observed a vehicle driving with a flat rear tire and hazard lights on in the 200 Block of Massachusetts Avenue NE. A traffic stop was attempted at the same location. The suspect eventually stopped at Second Street and Massachusetts Avenue NE. The Suspect exited the vehicle twice in which R/O gave verbal commands to get back inside the vehicle. The suspect did not comply and immediately began running northbound in the 400 Block of Second Street NE. A/O-1 and A/O-2 entered the alleyway of Third Street NE from Capitol Court to seal off the Suspect’s means of escape. Witnesses pointed that the Suspect was running westbound in the 200 Block of F Street NE. Shortly after, an apprehension was made in the same location. R/O could detect a strong odor of alcoholic beverage emitting from the Suspects breath. A WALES/NCIC check of the Suspect revealed two active warrants held by Prince Georges County Sherriff’s Office. The warrants were confirmed and the Suspect was placed under arrest and transported to Headquarters for processing. SFST’s were conducted in the USCP processing area.

A WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland, or Virginia. The check also revealed the Suspect had an active warrant through the District of Columbia Superior Court. The Suspect was placed under arrest and transported to Headquarters for processing.

RAFFIC – DUI ALCOHOL OR DRUGS. 04/12/2023 12:13am 230412000746 R/O responded to the Unit Block of Louisiana Avenue NW for the report of a vehicle stopped in the southbound lane of travel. R/O observed a vehicle matching the description and conducted a traffic stop at the same location. Upon approach, R/O observed an individual asleep in the driver’s seat with the vehicle running and could smell a strong odor of an alcoholic beverage emitting from the vehicle. A WALES/NCIC check of the Suspect revealed a suspended license out of Virginia with no valid permit in the District of Columbia or Maryland. SFST’s were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing.

A traffic stop was conducted in the 100 Block of Massachusetts Avenue NE. Upon approach, R/O observed the Suspect throw an open beer can out the passenger side window. While speaking with the Suspect, R/O smelled an odor of an alcoholic beverage emanating from the Suspect’s breath. SFSTs were administered, and due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. A/O responded and processed the scene.
CDW – OTHER WEAPON. 04/10/2023 1:18am 230410000730 R/O and several assisting officers were dispatched to the 400 Block of Washington Avenue SW for an individual carrying a sword. Once on scene, the officers spoke with the Suspect who was brandishing a makeshift sword. During the conversation, the Suspect became agitated, yelled at the officers, and then swung the sword which struck a light pole. The Suspect ran to the 500 Block of South Capitol Street while still possessing the sword. R/O and A/O’s attempted to arrest the Suspect who became combative. R/O and A/O’s were able to gain control, and placed the Suspect under arrest. The Suspect was transported to Headquarters for processing. A WALES/NCIC inquiry of the Suspect revealed an active Bench Warrant held by the District of Columbia Superior Court. A/O responded and processed the scene.

R/O conducted a traffic stop in the 400 Block of New Jersey Avenue SE. A WALES/NCIC check revealed the Suspect’s Maryland permit was suspended with no valid status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
UUV – FELONY. ADDITIONAL CHARGES: FUGITIVE FROM JUSTICE TRAFFIC – PERMIT-NO VALID BENCH WARRANT-MISDEMEANOR CONTROLLED SUBSTANCES ACT. 04/09/2023 11:33am 230409000726 R/O observed a vehicle traveling westbound in the Unit Block of H Street NE matching the description of a stolen vehicle. R/O conducted a traffic stop in the Unit Block of H Street NW. A WALES/NCIC check confirmed the vehicle was stolen and the Suspect driving the vehicle did not have a valid permit in the District of Columbia, Maryland, or Virginia. The Suspect also had a confirmed active warrant through Alexandria, Virginia. A WALES/NCIC check on the passenger revealed that Suspect also had an active warrant through the District of Columbia Superior Court. All of the warrants were confirmed through USCP Communications. While searching the second Suspect, two bags containing a white rock like substance were discovered. Both Suspects were placed under arrest and transported to Headquarters for processing. A/O responded to process the scene.
TRAFFIC – DUI ALCOHOL OR DRUGS. ADDITIONAL CHARGE: POSS OF OPEN CONTAINER OF ALCOHOL. 04/08/2023 5:29pm 230408000724 R/O responded to the intersection of First Street and Constitution Avenue NW for a report of a driver asleep behind the wheel. Once on scene, R/O observed the Suspect exiting the driver’s seat of the vehicle. R/O initiated contact and detected a strong odor of an alcoholic beverage emitting from the Suspect’s breath. SFSTs were conducted. Due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During a subsequent inventory search of the Suspect’s vehicle, multiple open containers of alcohol were found near the vehicle’s center console.

ADDITIONAL CHARGE: THEFT II-FROM AUTO. 04/08/2023 5:25am 230408000718 R/O observed a vehicle matching the description of one reported as stolen while at the intersection of M and South Capitol Streets SE. A WALES/NCIC check of the vehicle’s tags confirmed it was stolen. R/O continued to follow the vehicle but briefly lost sight of it as it turned into an alleyway in the 900 Block of Third Street SW. Upon reestablishing line of sight, R/O discovered the vehicle had been abandoned in the alleyway with the door ajar and the engine still running. R/O canvassed the immediate area with negative results. Upon speaking with the owner of the vehicle, R/O was advised a duffel bag containing several hundred dollars in cash should be in the vehicle’s trunk. However, a search yielded no currency. A/O responded and processed the scene. S/A was notified and will continue to investigate.
BENCH WARRANT-MISDEMEANOR 04/07/2023 5:00am 230407000711 A/O observed R/O detaining a Suspect near the intersection of Indiana Avenue and Seventh Street NW. Upon approach, R/O placed the Suspect in handcuffs and was advised by A/O the Suspect caused a physical disturbance inside a private establishment near this location. A WALES/NCIC check of the Suspect revealed two outstanding bench warrants though the District of Columbia, which were confirmed through USCP Communications. The Suspect was placed under arrest and transported to Headquarters for processing.

ADDITIONAL CHARGES: FLEEING FROM A LAW ENFORCEMENT OFFICER IN A MOTOR VEHICLE DESTRUCTION OF PROPERTY $1000 OR MORE LEAVING AFTER COLLIDING – PROPERTY DAMAGE RECEIVING STOLEN PROPERTY $1000 OR MORE. 04/06/2023 10:25am 230406000702 A/O conducted a tag check through USCP Communications on a vehicle in the 200 Block of Washington Avenue SW, and revealed the vehicle was stolen. R/O attempted a traffic stop in the 800 Block of South Capitol Street SW. The vehicle fled, and travelled southbound on South Capitol Street toward M Street SW. R/O did not pursue, but followed the vehicle’s path of travel. R/O was flagged down by numerous Witnesses in the 1300 Block of Half Street SW, and reported the vehicle that fled had struck several vehicles. The Suspects were observed running westbound into an alley. R/O then located the vehicle that fled, and noted the vehicle had crashed into a tree in the same block. Responding units canvassed the area for the Suspects, but were met with negative results. S/A-1 and S/A-2 responded to the scene. A/O-3 and A/O-4 responded, and photographed the scene. R/O conducted a NCIC/WALES VIN check which revealed the tags were stolen from another vehicle.

POSS OPEN CONTAINER ALCOHOL – POCA 03/22/2023 1:55pm 230322000554 R/O observed a male carrying a bottle containing red liquid in his hand walking westbound in the Unit Block of Constitution Avenue NE. The suspect was seen drinking the red substance from the bottle. The R/O proceeded to stop the suspect and smelled an odor emanating from him consistent with an alcoholic beverage. S-1 was placed under arrest and transported to Headquarters for processing.

CROWDING OBSTRUCTING INCOMMODING DC CODE 22-1307 03/22/2023 10:45am 230322000552 R/O observed multiple Suspects stand, speak loudly, and holding signs during a committee hearing in the Dirksen Senate Office Building. The Suspects were warned to cease and desist their demonstration activity but refused to do so. The Suspects were placed under arrest and transported to Headquarters for processing.
TRAFFIC – PERMIT -OPERATING AFTER REVOCATION. ADDITIONAL CHARGE: TRAFFIC – FICTITIOUS TAG 03/21/2023 7:37am 230321000534 R/O observed a vehicle with temporary tags that appeared to be fictitious, and travelled eastbound in the 200 Block of Pennsylvania Avenue SE. A traffic stop was conducted in the 200 Block of C Street SE. R/O conducted a WALES/NCIC check which confirmed the vehicle’s tags were fictitious, and the Suspect’s District of Columbia permit was revoked with no valid status in Maryland or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
DESTRUCTION OF PROPERTY – UNDER $1000 – MISD 03/21/2023 5:00am 230321000532 R/O responded to the 100 Block of Maryland Avenue SW for destruction of property. The Complainant stated there were several plants that had been cut. A/O responded and processed the scene. S/A was notified and will investigate.
TRAFFIC – DUI ALCOHOL OR DRUGS 03/18/2023 10:31pm 230318000512 R/O while on routine patrol observed a vehicle in the 500 Block of North Capitol Street NW commit several traffic violations. A traffic stop was conducted in the Unit Block of Louisiana Avenue NW. While speaking with the Suspect, R/O smelled an alcoholic beverage emitting from the Suspect’s breath. SFST’s were conducted and due to multiple signs of impairment the Suspect was placed under arrest and taken to Headquarters for processing.
ASSAULT ON A POLICE/FIRE – FELONY DC CODE 22-405. ADDITIONAL CHARGES: DISORDERLY CONDUCT-CAUSE UNREASONABLE FEAR SIMPLE ASSAULT DC CODE 22-404 THEFT SECOND DEGREE (LARCENY) 03/16/2023 12:03pm 230316000497 R/O was flagged down in the 300 Block of Pennsylvania Avenue SE for a theft. The Complainant advised the Suspect had yelled at them, attempted to take their food, and had struck the Complainant multiple times. While placing the Suspect in handcuffs, the Suspect became combative resulting in lacerations to both of R/O’s hands. The Suspect was placed under arrest and transported to Headquarters for processing. S/A and A/O responded to processing for follow-up.
CONTROLLED SUBSTANCES ACT 03/16/2023 9:00am 230316000493 R/O was conducting routine screening. During an administrative search of the Suspect, R/O discovered a small vial of a white, powdery substance on the Suspect’s person. A/O responded to the scene for processing and determined the substance was cocaine. The Suspect was placed under arrest and transported to Headquarters for processing.
SIMPLE ASSAULT DC CODE 22-404. ADDITIONAL CHARGES: DESTRUCTION OF PROPERTY LESS THAN $1000. 03/16/2023 11:47am 230316000498 R/O was flagged down in the 300 Block of New Jersey Avenue NW in regards to an assault that had occurred at the intersection of New Jersey and Louisiana Avenues NW. The Complainant advised that the Suspect struck him multiple times after a verbal dispute in the Suspect’s vehicle. During the altercation, the Complainant’s sunglasses were damaged. A canvass of the area for the Suspect was met with negative results. S/A was notified and will continue to investigate.

A traffic stop was conducted at the same location. A WALES/NCIC check revealed the Suspect had two misdemeanor bench warrants issued through the Superior Court of the District of Columbia. The check also revealed the Suspect’s permit was suspended in Maryland with no status in the District of Columbia or Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.
SIMPLE ASSAULT DC CODE 22-404 03/15/2023 4:42pm 230315000487 R/O was approached by an individual in Unit Block of Third Street SW. The Complainant reported to R/O that the Suspect, who was in the parked vehicle, had hit them in the face. R/O approached the vehicle and the Suspect fled the scene. The Suspect returned to the scene and parked the vehicle at the Intersection of Maryland Avenue and Third Street SW. The Suspect was placed under arrest and transported to Headquarters for processing. A/O responded and processed the scene. S/A responded to the scene and will continue to investigate.

RAFFIC – PERMIT-NO VALID 03/15/2023 6:41am 230315000479 R/O observed a vehicle traveling northbound on Third Street NW with no tag displayed. R/O conducted a traffic stop in the 200 Block of Constitution Avenue NW. A WALES/NCIC check confirmed the vehicle’s VIN was not registered and the Suspect’s driver’s license was suspended through Virginia with no status in the District of Columbia or Maryland. The Suspect was placed under arrest and transported to Headquarters for processing.
TRAFFIC ACCIDENT – LEAVING SCENE-PROPERTY DAMAGE 03/14/2023 3:35am 230314000465 R/O responded to the Unit Block of First Street SE for the report of a traffic accident. During the investigation, the Complainant stated she parked her vehicle on March 13th at approximately 2245 hours and upon her return at approximately 0735 hours on March 14th, she noticed damage to the rear bumper. A search of the area was met with negative results. S/A was notified and will continue to investigate.

A traffic stop was conducted at the same location. Upon approach, the Suspect stated they had a Virginia permit, but it was not on their person. A WALES/NCIC check revealed the Suspect had no valid permit status in Virginia, Maryland or the District of Columbia. The Suspect was placed under arrest. R/O later learned the Suspect provided a false name. A WALES/NCIC check of the Suspect’s true identity revealed an extraditable warrant out of Virginia, and no permit status. The Suspect was transported to Headquarters for processing.
TRAFFIC – DUI ALCOHOL OR DRUGS. ADDITIONAL CHARGE: RESISTING ARREST. 03/12/2023 3:31am 230312000447 R/O observed a vehicle on the sidewalk near the bottom stairs in the lower Senate Park. Upon approaching, R/O detected a strong odor of an alcoholic beverage emitting from the vehicle. SFST’s were conducted and due to multiple signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. During arrest processing, the Suspect was belligerent and refused to comply with the arrest process.

ADDITIONAL CHARGES: BENCH WARRANT-MISDEMEANOR TAMPERING OF GPS DEVICE. 03/12/2023 9:53am 230312000448 S/A was in the 1900 Block of E Street SE to arrest a Suspect on two outstanding warrants. A WALES/NCIC check confirmed active warrants out of the District of Columbia Superior Court. Further investigation revealed the Suspect also tampered with his court issued GPS monitoring device. The Suspect was placed under arrest and transported to Headquarters for processing.

R/O conducted a traffic stop in the 700 Block of North Capitol Street NE. Upon approach, R/O detected a strong odor of an alcoholic beverage emitting from the vehicle. SFST’s were administered; due to numerous signs of impairment, the Suspect was placed under arrest, and transported to Headquarters for processing. While conducting an inventory search of the vehicle, a water bottle filled halfway, with what appeared to be wine, was discovered.

A WALES/NCIC check of the vehicle revealed it was reported stolen to the Metro Washington Airport Authority. R/O conducted a traffic stop in the 400 Block of Independence Avenue, SE. R/O gave verbal commands to exit the vehicle. The Suspect was placed under arrest, and transported to Headquarters for processing. Additionally, all attempts to contact the registered vehicle owner met with negative results.

A traffic stop was conducted at 300 Fourth Street NE. A WALES/NCIC check revealed the Suspect’s District of Columbia license was revoked and the vehicle’s tag was stolen out of Tacoma Park, Maryland. The Suspect was arrested and transported to Headquarters for processing.

R/O met with the Complainant who parked his vehicle in the 100 Block of Massachusetts Avenue NE before being approached by the Suspect’s vehicle at that location. The Complainant stated multiple Suspects exited the vehicle and one Suspect demanded the Complainant give him his wallet, car keys, and phone, to which he complied. The Suspect removed money from the wallet and damaged the Complainant’s cell phone by throwing it towards a nearby parking lot. The Suspect then entered the Complainant’s vehicle and drove away. A search of the area for the Complainant’s vehicle was met with negative results but the broken cell phone was recovered by the Complainant. S/A was notified and will continue to investigate. (eh)

A traffic stop was attempted at First and E Street NW. The Suspect failed to comply for the traffic stop. The vehicle came to an abrupt stop in the Unit Block of E Street NW and the Suspect exited the driver side of the vehicle and fled. The Suspect failed to follow verbal commands to stop running. A witness told R/O they observed the Suspect throw a gun to the ground. A/O arrived on scene and secured the firearm. Shortly afterwards, the Suspect was stopped in the 500 Block of New Jersey Avenue NW, where he was positively identified by the R/O. R/O-2 responded to the scene and recovered a 9mm extended magazine, and 39 loose rounds of ammunition laying on the sidewalk where the Suspect fled. R/O detected a moderate odor of an alcoholic beverage emitting from the Suspect’s breath. Due to numerous signs of impairment, the Suspect was placed under arrest and transported to Headquarters for processing. The United States Capitol Police (USCP) confiscated an M-4 style “ghost gun” and a Glock handgun with a full auto switch (machine gun) while they were patrolling the perimeter of the Capitol Complex, near the Senate Parks.

The arrests were made a short walk from the Congressional Buildings and across the street from television studios Members of Congress frequently use.

Yesterday at approximately 11:15 a.m., two USCP officers approached a stolen Acura near E Street & New Jersey Avenue, NW, and ordered the men out of the car. A gun was spotted inside the stolen Acura.

The suspects ran away. One was quickly arrested. Officers followed the second suspect into a nearby apartment building on E Street where the suspect locked himself inside an apartment.

Around 6:30 p.m., the USCP Crisis Negotiation Team talked the suspect into walking out of the apartment.

The suspects were identified as 24 year old Kwame T. Keith of Hyattsville, MD, and 19 year old Justin B. Campos of Landover, MD.

The pending charges include Resisting Arrest, Unlawful Possession of a Machine Gun, Possession of an Unregistered Firearm, Possession of a Large Capacity Ammunition Feeding Device, Carrying a Pistol without a License, Possession of Unregistered Ammunition, Unauthorized Use of a Vehicle, Felon in Possession, and Distribution of a Controlled Substance.

As we approach the second anniversary of one of the darkest days in our nation’s history, we must answer this critical question, “Could January 6 happen again?”

During the last two years, with the support of Congress, the United States Capitol Police (USCP) has been working around the clock to implement more than 100 significant improvements. Today we are clearly better off than we were before the January 6 attack and that is due to the hard work and dedication of more than 2,000 USCP employees.

Here are the facts:

We’ve brought on new leaders from premier law enforcement agencies with an expertise in National Security Special Events, intelligence operations and physical security.
Planning for demonstrations and significant events now require the preparation of detailed Incident Action Plans that set forth the responsibilities for command officials and participating law enforcement agencies.
Congress passed legislation to ensure the USCP Chief can unilaterally declare a state of emergency and call upon the National Guard.
The USCP has established strong partnerships with dozens of law enforcement agencies in and around the Washington, D.C. area, and throughout the East Coast, for their support and assistance when it’s required.
We hired a new Intelligence Director and we have dramatically improved the manner in which we collect, analyze, and share intelligence with our partner law enforcement agencies. We have also ensured that critical information is disseminated to our officers and officials through daily briefings, alerts, and other real-time notifications.
Our Civil Disturbance Unit capabilities have grown internally as well as externally, thanks to the assistance of our partner law enforcement agencies along the East Coast.
We have expanded our training program and added specialized training.
We have made significant equipment upgrades which have improved the Department’s readiness and protective capabilities.
These improvements address, and in some instances surpass, the various oversight and audit recommendations issued to the USCP after January 6.

Perhaps most important, the United States Capitol Police is successfully recruiting and training new police officers at a rate that will, in the next several months, put us above our pre-pandemic and pre-January 6 staffing levels. This success comes at a time when most law enforcement agencies are struggling to bring on additional officers.

Make no mistake, there is still work to be done. The current threat climate, particularly against elected officials, will require continued and heightened vigilance. We will do everything possible to fulfill our mission of protecting the Members of Congress, the Capitol Complex and the legislative process. Our dedicated and courageous men and women take on this responsibility every day.

With the polarized state of our nation, an attack like the one our Department endured on January 6, 2021, could be attempted again. Should the unthinkable happen, we will be ready.

different vehicle. A traffic stop was conducted in the unit block of Columbus Circle, NE. The Suspect
refused to produce any form of government identification, and was subsequently placed under arrest. A
WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland, or
Virginia. While conducting an inventory search of the Suspect’s vehicle, the R/O located a firearm, two
magazines, and additional ammunition in a bag on the front passenger’s seat. CIS was notified and
advised the R/O that the Suspect was previously convicted of a felony. The Suspect was transported to

SE. Suspect 1 and Suspect 2 exited the vehicle and fled on foot. While pursuing Suspect 2, A/O observed
a firearm with an extended magazine in the Suspect’s hand, before he discarded it into a sewer. While
conducting a WALES/NCIC check of Suspect 2, it revealed a prior felony conviction. A responding
Metropolitan Police Department Officer observed Suspect 1 attempting to hide a firearm with an
extended magazine before dropping the firearm. An additional firearm was found in the area of the
scene. Suspect 1 and Suspect 2 were both placed under arrest and transported to Headquarters for
processing. During an inventory search of the vehicle, R/O recovered a loaded firearm from the front
passenger floorboard. CSS responded and processed the scene.

Capitol Street, NW. A traffic stop was conducted in the unit block of E Street, NW. A WALES/NCIC check
of the vehicle’s tags, and the Suspect’s permit confirmed the tags were expired and suspended. In
addition, the Suspect’s permit was suspended in Maryland with no status in the District of Columbia or
Virginia. The Suspect was placed under arrest and transported to Headquarters for processing.

R/O observed heavy damage to the front end of the vehicle. While speaking with the Suspect, R/O
detected an odor of an alcoholic beverage emitting from the Suspect’s breath, along with what appeared
to be a bottle of a clear alcoholic beverage on the driver-side floorboard. SFSTs were conducted and,
due to numerous signs of impairment, the Suspect was placed under arrest and transported to
headquarters for processing

and an alcoholic beverage emitting from the vehicle. SFSTs were conducted and, due to numerous signs

approach, the Suspect was found unconscious and slumped over in the driver’s seat. R/O observed the
Suspect’s breathing to be heavy and labored, consistent with an overdose. Narcan was administered, and
the Suspect began to gain consciousness. During R/O’s investigation, the Suspect became combative and
attempted to strike officers while refusing commands to exit the vehicle. He struck an officer in the
chest with a closed fist prior to being taken into custody. R/O also detected an odor of an alcoholic
beverage emitting from the Suspect’s breath and person. SFSTs were not conducted due to the Suspect’s
combative behavior. A WALES/NCIC check revealed the Suspect’s license was suspended in the District of
Columbia, with no status in Maryland or Virginia. The Suspect was placed under arrest and transported to
